Job title: Finance Business Partner
Salary: £23.50 per hour
Location: Lisburn NIFRS Head Quarters, travel to other districts will be accepted (mileage expenses covered)
Hours: 36.25 hours per week
Duration: 6 months with possible extension
Key Duties/Responsibilities:
1. To deliver a complete financial management service to specified Directorates within NIFRS and play a key role in the overall financial management of the organisation.
2. To oversee the financial governance of specified Directorates, ensuring financial regularity, compliance and value-for-money within a framework of excellent customer service and continuous improvement.
3. To support the senior management team within specified Directorates, reporting regularly to the Director as lead customer.
4. To play a key role in the formation and implementation of relevant policies, procedures to ensure effective financial management and governance, including statutory compliance and recognised best practice across the organisation.
5. To perform a lead role in the custody of NIFRS’s budget.
6. To provide a challenge function to senior management in respect of financial decision making and governance to ensure value for money, compliance with the principles outlined in Managing Public Money NI and consistency with corporate objectives.
7. To ensure the day-to-day implementation of culture change across the Service with respect to devolved budgeting by advocating best practice financial governance.
8. To act as the key liaison between devolved and corporate finance to ensure consistency and compliance with strategic decision-making.
9. To ensure that budget holders are clear on their delegated budgets and savings targets, working proactively with budget holders to identify anddevelop appropriate forecasting methodologies to provide improved information to budget holders.
10. To promote financial awareness and financial management across the Directorate, managing the design, development, planning and delivery of training products to meet learning requirements (as required).
11. To provide comprehensive financial management support to specified Directorates, including monthly reporting, variance analysis, forecasting, scenario planning and costing of service developments.
12. To identify financial risks to the organisation and escalate as appropriate.
13. To use complex analytical skills to develop and prepare key management reporting and information to inform decision-making and achievement of business objectives.
14. To provide specialist ad hoc financial guidance and advice, playing a key role within the senior management of specified directorates.
15. To support procurement activities, acting as liaison between Directorates and the Procurement function.
16. To review and authorise payments within predetermined limits including the transmission of BACS payments, handling cheques and petty cash.
17. To prepare responses to Freedom of Information and Data Protection requests, Ministerial, Parliamentary or NI Assembly questions; liaising with internal and external stakeholders as required.
Qualifications/Experience:
Have successfully completed the professional examinations and be a full, current member of a CCAB recognised body.
At least two years post-qualification* experience in one or more of the following areas:
· financial planning and budgeting;
· financial accounting/auditing;
· management accounting and cost analysis;
· investment finance;
· treasury management; and/or
· development / implementation of financial systems.
* Post qualification experience will be deemed tohave commenced from the date on which applicants were admitted to full membership of the CCAB recognised body.
Experience of presentation of financial information and advice to Senior Management in a clear and user-friendly manner in support of strategic decision making;
·Experience of ensuring good financial governance,
·through design, implementation or operational
·management of a financial governance framework.
·Strong IT skills to include experience using Excel.
