Cedar is partnering with a London-based local authority on an exciting opportunity for a Finance Analyst to cover business partnering across the organisation's smaller directorates and corporate reporting elements internally and externally.
Rate: £400 - £500 per day (Inside IR35)
Location: London
Hybrid: 2-3 days in the office per week
Responsibilities
- Provide financial support across all council functions to schools and departments.
- Assist with the council's capital expenditure, income monitoring and control process and the preparation of statutory annual accounts.
- Lead Oracle system and business operational reconciliations.
- Prepare budgets and support the month end and year end processes.
- Ensure internal and external financial returns are made on a timely basis.
- Communicate with Internal and External Auditors.
- Update the council's asset register and tax strategies and implement changes as appropriate.
- Authorise payments and liaise with banking relationship managers.
- Oversee the council's statutory obligations to the HM Revenues and Customs.
- Complete monthly reconciliations, validations and reporting across payroll, and various other control functions.
- Mentor junior members of staff and attend department management team meetings to present and interpret variances.
- Act as the first point of contact during external audits of statutory Pension Fund accounts.
Essential Criteria
- Experience working for a local authority and familiarity with relevant funding arrangements.
- AAT qualified, part qualified CCAB or equivalent.
- Knowledge of Oracle Financials reporting, Business Objects and ADI.
