The Role:

The Housing Management team are delivering against an ambitious plan: to deliver excellent contractor procurement, deliver uncompromising levels of safety across the estate and to achieve our zero-carbon emissions target by 2030. Four frameworks are being produced to assist in the delivery of this plan. We’re looking for an experienced, highly credible Framework Manager to deliver lasting and needed change.

Reporting to the Head of Asset Management, you will:

  • Deliver an effective, professional function within Housing Management, establishing excellent relationships with customers and stakeholders, ensuring compliant, safe, quality, customer-focused services are delivered within performance and quality targets.
  • Be responsible for effective framework management and driving innovation whilst working closely with the Commercial, Delivery teams and external supply chain.  
  • Be responsible for compliance, quality assurance and value for money through all stages of the delivery of capital projects through robust Framework management and maintaining strong relationships with suppliers on the Framework.
  • Influence key strategic optioneering and decision-making for Housing Management Procurement. 
  • Analyse, interpret and develop data and information reporting to allow strategic and operational decisions to be made at senior management level.

About You:

We are looking for an analytical, data-driven professional with a proven track record in procuring replacement and regeneration contracts. A CIPS (or similar) qualification is essential, as is an understanding of JCT contracts and delivering under the public procurement regulations. 

You’ll have experience working with frameworks and ideally be from a construction or housing background – in another local authority (Housing Associations), or in the NHS, universities, or schools.

You’ll be able to demonstrate effective stakeholder management across all levels of staff, residents, and suppliers; adapting the style of communication as necessary and ensuring that information is clearly understood.
