It Procurement Category Manager

Manpower have an exciting opportunity to join our client, the UK's largest university, a world leader in flexible part-time education as an IT Procurement Category Manager based at their prestigious site in Milton Keynes (this is a hybrid role and will require working from the office twice per month).

This is a full-time, fixed term role to last for 12 months.

Depending on experience, this role is paying between £37,099 - £44,263 per annum, pro rata.

The postholder will provide a professional procurement service including, stakeholder engagement, tendering, commercial negotiation and supplier management for IT related systems, services and hardware and general consultancy contracts. At all times ensuring that value for money is achieved and ensuring that procurement decisions consider financial, environmental, health & safety and ethical policies and regulations.

Key Accountabilities

• Work with key stakeholders to develop sourcing strategies for IT related, STEM equipment or consultancy procurement projects providing advice and guidance on potential procurement routes and evaluation approaches, having considered all key commercial and regulatory risks.
• Manage tendering activity in accordance with internal and external policies and regulations. Working in collaboration with key stakeholders, develop appropriate tender documentation ensuring sourcing projects are delivered efficiently and effectively. Provide advice on tender evaluation bidder engagement.
• To manage post tender clarifications and negotiations as appropriate, taking legal advice where required, with suppliers securing the best possible terms and conditions.
• Regularly prepare post tender evaluation reports as well as management information reports to support category and tender planning and savings reports.
• On a regular basis review and manage and action purchase requisitions, single source justification, sourcing requests and new vendor requests as relevant to ensure they are processed in line with University policy and procedures. Liaise with the requisitioner, Deputy Head of Procurement and suppliers where required to ensure the correct contractual documents are developed with the purchase order.
• Proactively assess and resolve procurement queries and issues related to projects or specific requisitions as required.
• Proactively build and maintain networks and working relationships with stakeholders across the University at multiple levels through the use of appropriate verbal and written communications (e.g. meetings, phone, email, reports).
• Undertake specific tasks and projects at the request of the Head of Procurement, Deputy Head of Procurement and IT Senior Category Manager

Key Skills Required

• CIPS qualified or commensurate experience
• Recent experience of procuring IT related hardware, systems and services in the public sector using framework agreements or in accordance with Public Contracts Regulations 2015
• Excellent communication skills, excellent commercial negotiation skills, ability to network with stakeholders at all levels of the business
• Experience of working with staff at all levels to develop project sourcing strategies for key areas of spend.
• Experience of preparing and drafting tender documentation under official PCR 2015 procurement procedures.
• Experience or knowledge of public sector procurement and PCR 2015 procurement Regulations.
• Experience of reviewing, drafting and negotiation of commercial contractual documents.
• Have an ethical and socially conscious mindset
