We are currently looking for motivated individuals to join the National Operations Service (NOS) as the Quality Lead for the Multi-Cancer Blood Test (MCBT) Programme.
The NHS Long Term Plan has set out key ambitions for cancer diagnosis and care. This aims to ensure that an extra 55,000 people each year will survive their cancer for five years or more, and 75% of people with cancer will be diagnosed at an early stage. Increasing earlier-stage diagnosis rates, raises the likelihood of curative treatment and improves long-term survival. The plan aims to maximise the number of cancers identified through screening.
Should the NHS-Galleri Trial meet interim goals, to be assessed in spring 2024, the NHSE MCED Blood Test Screening Pilot will offer up to 1 million Galleri tests (which has been found to predict the tissue of origin of >50 types of cancer) to asymptomatic people from summer 2024 for two years. Participants who receive a ‘Cancer Signal Detected’ result will be referred to secondary care for diagnostic testing to confirm if cancer is present.
The NOS will support the NHSE MCED Blood Test Screening Pilot through the provision of 3 main operational functions:
Demand Management Team
Call Centre Team
Clinical Team
The National Operations Service Quality Lead will be responsible for ensuring the Quality Management System and compliance with Quality Standards.
The National Operations Service Quality Lead will support the senior management team in the delivery of the strategic priorities of the NHSE Multi-Cancer Blood Test Pilot Screening Programme. The postholder will:
Be regarded as a specialist in all aspects of Data Quality
Be responsible for achiving quality asssurance standards
Be the first point of contact for the quality agenda within the NOS.
Support various work streams under the quality agenda e.g. In phase & risk register.
Lead the development and delivery of quality educational programmes.
Development and implementation of Standard Operating Procedures (SOP’s) relating to the quality agenda in conjunction with operational managers.
Be responsible for the delivery of quality and KPI (Key Performance Indicators) reports to NHSE and to the NOS managers and governance groups.
Report directly to the Business unit and the Trust Quality management governance structure.
Ensure that appropriate Trust policies and procedures are adhered to at all times and that standards of performance are set, monitored, maintained and developed to meet the operation needs of the NOS

The post holder will work as part of the NOS team to provide critical enabling support to the Multi-Cancer Blood Test Programme. As the Quality Lead the post-holder will support NHS England (NHSE) with the provision of an effective and efficient service in line with the specification.
Responsible for data assurance and quality of information contained in both computer and non-computerised systems including information systems external to the GPS / GTMS
Provision of 1 st line support for NOS data and quality related issues.
To be responsible for improved use of the NHS Number to ensure that it is correct and validated against individual participants.
Improve, monitor and maintain high standards of quality in data capture and processing in order to ensure high levels of confidence in the data.
Develop, implement and maintain a specialist data quality management programme that conforms to NHS standards and requirements and meets local needs.
Establish a regular program of audit, reviewing data outputs from electronic and manual information systems to verify that these outputs comply with current legislation, guidance and quality standards and implement appropriate corrective measures where necessary.
Coordinate quality management activities in relation to information systems to ensure that appropriate quality standards are met and maintained.
Take responsibility for the continual development of the department’s data quality program in line with changing NHS policy, guidance and relevant quality standards.
To assist in change control processes ensuring compliance with appropriate quality standards.
Investigate complex data quality issues providing assistance and specialist advice to enable resolution and the transition from a reactive to a proactive approach to data quality management.
To build clinical confidence in NOS data for clinical governance and performance management purposes.
Develop the knowledge in quality improvement and quality management across the NOS workforce.
Promote a culture that supports quality improvement and safety through the utilisation of quality improvement tools.
