We are currently looking for motivated individuals to join the National Operations Service (NOS) as t he Operations Manager for the Multi-Cancer Blood Test (MCBT) Programme.
The NHS Long Term Plan has set out key ambitions for cancer diagnosis and care. This aims to ensure that an extra 55,000 people each year will survive their cancer for five years or more, and 75% of people with cancer will be diagnosed at an early stage. Increasing earlier-stage diagnosis rates, raises the likelihood of curative treatment and improves long-term survival. The plan aims to maximise the number of cancers identified through screening.
Should the NHS-Galleri Trial meet interim goals, to be assessed in spring 2024, the NHSE MCED Blood Test Screening Pilot will offer up to 1 million Galleri tests (which has been found to predict the tissue of origin of >50 types of cancer) to asymptomatic people from summer 2024 for two years. Participants who receive a ‘Cancer Signal Detected’ result will be referred to secondary care for diagnostic testing to confirm if cancer is present.
The National Operations Service will support the NHSE MCED Blood Test Screening Pilot through the provision of 3 main operational functions:
Demand Management Team
Call Centre Team
Clinical Team
The National Operations Service Operational Manager will be responsible and accountable for the overall management of the Demand Management and Call Centre Teams
The National Operations Service Operational Manager will support the senior management team in the delivery of the strategic priorities of the NHSE Multi-Cancer Blood Test Pilot Screening Programme by:
Providing Senior leadership to the call Centre and invitation team
Overseeing the management of all booking and query calls for participants & public in a timely way in line with the KPIs, oversee management of the escalated call/clinical oversight.
Ensuring participants can easily engage in the pilot
The Postholder will:
Lead and manage the non clinical staff in the National Operations Service
Be responsible for engaging non clinical staff in the complex management and clinical agenda including the preparation of operational performance and quality updates and plans to develop capacity and capability to deliver on NHSE priorities.
Be accountable to the Programme Director, Clinical Director and NHSE for the delivery of all key operational, performance, quality and safety, financial and workforce targets

The National Operations Service Operational Manager will be responsible for the day-to-day management of the National Operations Service (NOS) Call Centre team and Invitations team. The post holder will require to:
Provide strong dynamic management and leadership to the NOS Call Centre and Invitations teams, to ensure robust service provision.
Under the direction of the Programme Director, take a lead role in developing, implementing, and improving the operational model of both the Call Centre service team and Invitations Team to best meet the NOS requirements and support the delivery of the strategic priorities of the NHSE (NHS England) Multi-Cancer Blood Test Programme.
Support the Programme Director to deliver high quality effective services within budget, identifying opportunities for cost improvement where possible.
Under the direction of the Programme Director, support the provision of Call Centre and invitations data and information to ensure compliance with KPIs (Key Performance Indicators).
Maintain relevant databases including Galleri Test Management System (GTMS) and Galleri Pilot system (GPS).
Oversee the management of all booking and query calls for participants & public in a timely way in line with the KPIs, oversee management of the escalated call/clinical oversight.
Oversee the invitation process for selected participant cohort and oversee supporting capacity and demand with GPS system and local sites.
Deliver key reports as required by the Trusts performance and operational reporting requirements.
Work closely with the designated executive leads to ensure delivery of robust patient safety, quality, clinical governance, and clinical risk management strategies for the required services.
