Contracts Manager

Base: Hospital/Office Base

Hourly Pay Rate:

  • £16.00-£19.30 PAYE per hour
  • £17.50-£21.60 paye inclusive of holiday pay per hour
  • £20.00-£24.50 umbrella per hour

All the rates are depending on skill and experience.

Working Days and Hours: 22.5 hours per week.

Remote working option: Yes, this role may be suitable for remote working.

Job Purpose

As Contracts Manager, you will be responsible for contract negotiation, management, oversights, and management of the process to deliver against requirements of a portfolio of contracts with NHS England, Clinical Commissioning Groups, Local Authorities and other commissioners or providers. You will:

MAIN DUTIES & RESPONSIBILITIES:

You will:

  • Be required to develop relationships within Care Groups and corporate departments at appropriate levels to ensure that any relevant service delivery or contract compliance issues are escalated quickly.
  • Lead and coordinate the Trusts annual contract negotiation process with its commissioners for their allocated portfolio.
  • Review and provide specialist contractual support to the Care Groups which will include updating documentation, as necessary.
  • Coordinate responses and produce documentation in the event of any relevant consultations or contractual disputes.
  • Be responsible for the development, implementation and promotion of a robust contract management framework which is aligned to and underpins the Trust Strategic Direction.
  • Be responsible for the proactive management of an allocated portfolio of Trust contracts to ensure organisational contract compliance.
  • Be responsible for the regular review and re-negotiation of contracts with commissioners, as required, this will include working with Care Group leads to ensure thorough preparation and attendance at meetings to ensure a contract presence.
  • Be responsible for updating documentation as necessary, regarding ensuring that service specifications contained within contracts are clear, deliverable, reflect capacity and demand within services and are up to date.
  • Work closely with the Finance Team to ensure contract costings are correct and cover the entire costs to the Trust of providing the service.
  • Produce and present written and verbal reports on contractual performance and present these reports to various forums as required.
  • Be responsible for maintaining up to date knowledge of the NHS contract Management process.
  • Provide quality, comprehensive, and professional contract management advice, and support to the Trust. This includes working with managers and clinicians at all levels throughout the Trust.
  • Represent the Contracts, Performance and CQUIN team as required at both internal and external meetings this may include deputising for the Head of Contracts, Performance and CQUIN.
  • Demonstrate an increased use of agile working within Care Groups areas. This should ensure visibility, promote an awareness of your role and contractual requirements, support accessibility, support the building of robust relationships and aid in the requirements of this role.
  • Be responsible for safeguarding equipment issued to them to enable them to perform their role, such as laptops, screens, and mobile phone.
  • Be responsible for the management of members of the contracts team as indicated in the organisational structure for the portfolio for which they are responsible.
  • Be responsible for the line management of direct reports, including setting objectives and undertaking appraisals, managing conduct, performance and managing health and sickness issues as and when they arise.
  • Be responsible for ensuring the maintenance of systems to monitor and ensure that all staff are attending mandatory training as appropriate.
  • Provide specialist support and development to increase the ability of individuals and teams on the contractual requirements across the Trust. .
  • Work to objectives set by the Head of Contracts Performance and CQUIN but have regard to the operational requirements of the Contracts, Performance and CQUIN Team.

Where our client is commissioning services from elsewhere, you will lead on drafting, agreeing, and implementing sub-contracts with providers to ensure contractual robustness and subsequently monitor the provider’s compliance with the terms of the contract.

Qualifications, Skills, and Experience

  • Experience of working as a Contracts Manager/equivalent within the NHS, Healthcare or Public Sector
  • Experience of identifying and interpreting national policy
  • Proven experience with drafting, agreeing and implementing contracts
  • Knowledge of NHS standard contract management and contractual requirements which includes the NHS Standard Contract, and the NHS contractual commissioning process
  • Knowledge of negotiating and drafting contract management documentation underpinned by experience
  • Ability to influence and negotiate with managers, clinicians, and key stakeholders
  • Experience line managing staff, including setting objectives, undertaking appraisals, managing conduct, performance and managing health and sickness issues.
  • Able to work independently with minimal direction and supervision, within a set framework / boundary
  • Able to independently travel throughout Trust geographical locations (if ever required)
