About Us:

Kensington and Chelsea is one of London’s most vibrant and densely populated boroughs, with residential and commercial properties in close proximity. Noise, and its impact on residents, is an ever-present reality and the Council was one of the first to establish an out-of-hours noise service. Based within the Environmental Health Department, the Noise and Nuisance Team operates 7 days a week and until the early hours of the morning dealing with around 11,000 service requests each year.

The Role:

You will be part of a 12-person team providing a highly responsive service to residents and businesses in the Borough, investigating reports of Noise and Nuisance and responding to other out-of-hours issues. This dynamic role involves significant interaction with the public, and you will be visiting residents in their homes to assess their complaints as well as commercial and business premises in the course of your investigations. The role is approximately a 50/50 mix of normal office hours (with significant home-working) and shift work including weekends, late nights and early hours.

About You:

We would like you to have some previous experience in working in Environmental Health so that you can show an understanding of the wide range of work that we can get involved in.  Ideally, you will have experience of investigating Noise and Nuisance complaints and taking appropriate follow-up action, preferably on a shift work basis with recent suitable and practical experience of enforcement within the Noise and Nuisance field. However, we will consider applications from those working in the noise control and acoustic industry, or those from those working in a relevant enforcement role (such as the police, anti-social behaviour, or other Council enforcement team).  You will have a good understanding of the wider impacts of Noise and Nuisance and will be capable of adapting your approach to meet the challenges presented by the variety of complaints received. You will be able to provide an excellent customer experience whilst dealing with customers face to face, or by telephone or email.  You will have a conscientious and thorough approach, which you will be able to maintain during the demands and pressure of working busy shifts. 

Ideally, you will have a good knowledge of relevant legislation and powers, e.g. Environmental Protection Act 1990, Control of Pollution Act 1974 and Clean Neighbourhood & Environment Act 2005.  An understanding of related powers to control noise from licensed premises under the Licensing Act 2003 (the team is a Responsible Authority under the Act), as well as an awareness of the planning system and its preventative role in controlling noise, would be advantageous.   

It is essential that you are capable of keeping detailed, concise, and accurate records of all visits and actions and preparing witness statements, writing notices and schedules with the minimum of supervision. You will need to have the ability to deal with confrontational situations confidently, calmly, assertively and impartially. Have good listening and negotiation skills and be capable of adapting your style and approach to different situations and groups of people.
