Pay Range
$206,490 - $318,216 Annually
$206,490 - $265,188 Annually for the SEL.4 Level
$247,800 - $318,216 Annually for the SEL.5 Level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
The Weapon Physics and Design (WPD) Program has an opening for a Program Group Leader (PGL) to lead and manage the Nuclear Test Data (NTD) Program Group within the Stockpile Design and Modernization (SDM) program element. This position is in the Strategic Deterrence (SD) Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will:

  • Lead and manage teams of subject matter experts (SMEs) and support staff in the areas of radiochemistry, prompt diagnostics, atmospheric test films, test readiness, containment science, and WPD archiving.
  • Foster collaboration between NTD SMEs and Design Physics staff to increase the utilization of historical data in computational models. Work with other program leaders to develop cross-disciplinary projects aimed at addressing high priority issues.
  • Engage in annual WPD program planning activities. Coordinate input from NTD teams on staffing and budget requests and create short- and long-term goals that align with WPD strategic plans. Formulate milestones as needed to draw attention to high visibility, high impact projects.
  • Provide regular updates to WPD management on technical advancements and budget status. Prepare quarterly viewgraph updates for Federal Program Managers and provide technical input for biannual program reviews.
  • Assist team leads with staff recruitment, including development of job postings, screening candidates, conducting interviews, and hiring.
  • Motivate staff to communicate results to internal and external audiences via technical presentations and written reports. Ensure adequate documentation of technical results, and encourage peer reviewed publications (JWP, DRR)
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

Additional Roles at the SEL.5 level:

  • Collaborate with multi-disciplinary teams of scientists and engineers across the DOE laboratory system.
  • Guide and enable research and development of new technical capabilities to acquire, process, interpret, and preserve data used in weapon physics models.
  • Participate in strategic planning and directing project and program goals and objectives.
  • Act as senior expert on capability development requirements.
  • Work in close partnership with WTE and WSC to build a shared awareness of capability development priorities and challenges.
  • Serve on internal/external scientific/technical committees when needed and influence strategic technical decisions made by senior management and cross-program coordinators.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • PhD in physics, astrophysics, mathematics, chemistry, engineering, or the equivalent combination of education and related experience.
  • Broad knowledge and familiarity with the following: nuclear weapon design, weapon testing, data collection methods, data analysis and interpretation, and data archiving.
  • Strong verbal and written communication skills needed to effectively convey programmatic and institutional goals.
  • Ability to engage people by listening and encourage involvement by seeking the opinions of others in making decisions.
  • Ability to inspire confidence, to promote forward thinking, and to champion new ideas and initiatives.
  • Significant experience teaming and partnering effectively to lead cross-disciplinary and cross-laboratory teams to work toward programmatic and institutional goals.
  • Experience implementing plans that promote and value inclusion, diversity, equity, and accountability principles in the workplace.

Additional qualifications at the SEL.5 level:

  • Experience leading and managing a diverse, multi-disciplinary team to deliver results on schedule and within budget.
  • Experience developing and sustaining mutually beneficial partnerships and alliances with internal and external stakeholders to accomplish objectives and achieve results.

Qualifications We Desire

  • Experience in the analysis and/or interpretation of Nuclear Test Data.
  • Experience managing budgets and preparing program status reports.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
