Job description

ICF is looking for an experienced programme administrator to support our work under a large, multi-year contract through which we are providing monitoring, evaluation and learning support to the UK’s Department of Food, Environment and Rural Affairs (Defra) and the Defra ‘family’ of agencies and other bodies.
ICF provides research, evaluation and analysis services that help governments understand the impacts of their policies and programmes. We have particular expertise in the environment, climate change, food, fishing and farming. We have been retained by the UK Government to provide support to its work on these issues - helping to research and analyse evidence on the impacts of policies and providing monitoring data on species and habitats. These services will help to support and inform key policies on nature restoration, water quality, marine environmental protection, food production and many other issues.
We are looking for an experienced programme administrator to support our work under this contract. Working with the experienced technical staff and the wider programme support team, the programme administrator will help us to deliver first class monitoring, evaluation and learning services.
If you join us in this role, you will become part of a community of experienced environmental experts, analysts and programme management professionals committed to creating a positive impact on the policies we work on. Your work may involve:
  • Engaging with officials who are commissioning and using our support service
  • Coordinating our responses to requests for technical support;
  • Liaising with procurement, data protection and other internal ICF teams to ensure effective and efficient service;
  • Engaging with our employees and partners in the preparation of project proposals and subcontracts, and the set-up of projects on ICF systems;
  • Supporting on project progress tracking and project budgeting.
  • Managing the systems used to host technical data, reports and other outputs
  • Maintaining our programme dashboard and other management information systems;
  • Providing support to the financial administration of the programme, such as financial reporting and invoicing;
  • Support to the maintenance of the databases used in delivery of the services;
  • Use of our performance feedback system
  • Helping to ensure effective communication within the ICF team
  • Preparing the management reporting submissions for our client
Required experience:
  • Minimum of 3 years’ experience in a similar environment.
  • Experience in administrative activities on projects, working with Project Managers or Technical Staff.
  • Experience of project budgeting, resource planning and monitoring and project controls (e.g. Project Management Plans, Change Control, Contract Variation, Risk/Issue Management, Milestones, Internal Planning & Delivery, Resource Management, Compliance, Quality Assurance, Project Monitoring & Review, Documentation Management).
  • Experience working with / developing project and programme management tools and milestones trackers.
  • Managing and documenting information at project level.
  • Excellent oral and written English,
  • High level of proficiency in Microsoft applications, particularly Microsoft Outlook, Word, PowerPoint, Excel and Teams.
  • We are particularly keen to hear from candidates who have experience in
    • project financial administration and contracting processes
    • support to learning and event management
  • This role would particular suit someone with prior experience in supporting research programmes or other public-funded programmes.

  • Ability to multitask and to manage a varied workload to achieve agreed deadlines without compromising quality or standards.

  • Ability to work within multi-disciplinary teams.
  • Diplomatic and able to interact with many external individuals and clients.
  • Ability to demonstrate a 'can-do approach', being a problem solver and team player.
  • Ability to work with all levels of internal and external parties, including clients.
  • Sound business ethics, including the protection of proprietary and confidential information.
Prior experience in a consulting environment would be an advantage but we also welcome applicants with backgrounds in academia, non-governmental employment or the public sector.
