Job description

• Lead and manage in the most efficient manner the EHS site team members to provide the suitable support to the site management team in implementing the Site EHS Management System;
• Implement and maintain the Site Environmental, Health, Safety Management System, ensuring compliance with all relevant statutory, regulatory, contractual and the company requirements;
• Implement and maintain the Site Security Management System, when relevant, ensuring
compliance with all relevant statutory, regulatory, contractual and the company requirements;
• Define and monitor actions to improve EHS Performance in Construction & Commissioning and to reduce likelihood and severity of EHS events and Site Security breaches.

Tasks & Responsibilities

EHS Role

  • Lead by example for others and provide full and active commitment in the deployment of the GE GSI EHS Policy Our Commitment to EHS” and compliance to site EHS rules;
  • Personally comply to all applicable GE EHS requirements;
  • Monitor the effectiveness of the site related rules defined in the Site CPP- EHS Plan, revise as necessary in agreement with the Project Director, and take appropriate actions in the event of non-compliance.
  • Continuously provide and advise relevant information to the site management and EHS Site Managers in relation to any arising situation / activities related to EHS;
  • Ensure full implementation of GE standards and procedures at site (EHS Directives, Work Instructions and Guidelines, EHS Roadmap standard, etc.);
  • Define and implement an EHS Subcontractor audit program to monitor compliance with all relevant statutory, regulatory, contractual and the company requirements;
  • Monitor fulfilment of EHS contractual requirements established with the Subcontractors;
  • Monitor the implementation of the Commissioning Safety Rules and take appropriate actions in the event of non-compliance;
  • Actively communicate on the EHS Roadmap and monitors and maintains site compliance with the associated EHS Requirements;
  • Prepare, implement and maintain emergency plans, security programs and site access control procedures;
  • Set up and administrate the EHS training program for site personnel;
  • Organize (and deliver, when relevant) adequate EHS communication to the GE site personnel whenever required (EHS Toolbox talks, communication on specific EHS issues, EHS awareness campaign, etc.);
  • Ensure EHS is considered by the Site Management in the coordination of site activities, especially where interfaces are involving subcontractors or operational areas of plant;
  • Ensure full implementation of the risk assessment / method statement identification, preparation, review and communication processes;
  • Ensure that all site EHS events (accidents / incidents, near-misses, first aid cases, property damages, etc.) are recorded, investigated and analyzed to prevent recurrence;
  • Report all site EHS events (accidents / incidents, near-misses, first aid cases, property damages, etc.) to the Site Director in due time;
  • Lead the analysis for Potentially Severe Event (PSE) when required;
  • Ensure the Permit-to-Work processes are fully implemented;
  • Ensure the full implementation of the EHS communication processes, including preparation and facilitation of the monthly EHS committees;
  • Ensure full implementation of the incentive and disciplinary procedures at site;
  • Monitor quantity and quality of the site EHS inspections carried out by the site personnel;
  • Ensure provision of the site EHS induction in accordance with GE requirements;
  • Advise site management on legal exposure and EHS concerns related to any change or decision managed at site;
  • Prepare and submit monthly EHS report to site management;
  • Maintain appropriate records and documentation for the duration of the Project;
  • Liaise with the relevant EHS authorities and external services;
  • In coordination with the Site Director, liaise with the client on EHS matters;
  • Review (and validate or reject) the assignment to site of subcontractors’ EHS professionals.
  • Review EHS documents submitted by the subcontractors.
  • Develop and maintain the EHS Project Governance and execution plans.

CDM Skills

  • Consult with GE Designers that the Project Director is suitably informed of the status of the project; liaising with the CDM duty holders (Principal Designer , Principal Contractor & Client) to ensure that GE fulfil their obligations under the CDM Regulations 2015.
  • Ensure Design Risk Register reviews are completed by GE PDF Designers and GE Suppliers and submitted to NNB Principal Designer on a 3 monthly basis.
  • Deliver  CDM Awareness training to GE PDG Designers and Project team so they can fulfill their obligations under CDM Regulations.
  • Provide CDM tutorials and support  for GE Suppliers  so they can fulfill their obligations under CDM Regulations.
  • Support GE Designers and GE Suppliers to provide necessary information for the NNB Principal Designer Health and Safety File.
  • Liaise and support GE Designers to complete Access for Operations and Maintenance studies for turbine hall equipment.
  • Facilitate regular reviews of GE design drawings / specifications in order to, so far as reasonably practicable; reduce the risk of harm during the design phase to an acceptable level. Any aspects of design that present a significant and foreseeable risk will be captured in the Design Risk Register.
  • Attend the monthly CDM progress meeting.
  • Attend GE internal meetings as required to support and problem solve EHS issues and ensure that so far as reasonable practicable GE provides equipment and systems that are safe form risk of harm.
  • Take ownership and review relevant CDM related documentation.

Key Performance Indicators

  • EHS Roadmap assessments;
  • EHS audit on subcontractors;
  • EHS inspection reports;
  • Site EHS Training matrix;
  • Project EHS Key Performance Indicators (EHS Dashboard, etc.);
  • Completion of the Site EHS objectives;
  • Customer satisfaction survey;
  • Compliance to UK CDM requirements.
  • GE GSI 2024 KPIs at Site Level.

 Specific Functional / Technical Authority (Besides DoA)

  • To intervene whenever site activities do not meet the established EHS requirements of the risk assessment / method statement;
  • To stop any activity whenever there is an immediate danger;
  • To coordinate an emergency response situation in accordance with the Site Director directions;
  • To take actions in line with the disciplinary procedure and the zero tolerance policy;
  • To advise any matter related to CDM internally and serve as interface with the client.

Job Specifics

  • Well verse in the EHS and CDM requirements set out in the contract, local law, rules and regulations and GE EHS Policy / Directives.

Profile

Mandatory (MUST)

  • Masters or Bachelor Degree in industrial safety (construction safety, process safety, etc.), or other faculty (for instance Civil, Mechanical or Electrical Construction) when accompanied by a significant experience in EHS;
  • NEBOSH OHS certificate, GE International EHS Passport or equivalent;
  • International and local EHS regulatory knowledge /qualification as required;
  • Well verse in UK CDM Regulation;
  • Good computer skill using MS office (word, excel, power point).

Desirable (NICE TO HAVE)

  • EHS Auditor qualification.

Professional Experience

Mandatory (MUST)

  • Demonstrable experience in EHS and CDM at a construction site,
  • Problem solving and root cause identification skills;
  • Able to navigate in an multi-cultural environment.

Language Skills

Mandatory (MUST)

  • High proficiency in English (oral & written).

Desirable (NICE TO HAVE)

  • French skills
