Job description

An opportunity has arisen to join the team in the Force Operations Civil Contingencies and Resilience Unit (CCRU) as a Part-time Contingency Planning Officer to coordinate, support and participate in partnership arrangements with relevant agencies to ensure that the Constabulary is prepared and practised to contribute effectively to a multi-agency response in relation to Major and Critical incidents.
Developing and testing Contingency Plans, where appropriate, whilst ensuring full compliance with Home Office, Force procedures and Legislative Requirements in order that the Force, and its key partners, are able to deal with a wide range of Major and Critical incidents in an effective and safe manner.
The role is primarily based at HQ, Winsford, however, agile working is available and there is a requirement to travel to meetings with other agencies/organisers across the Cheshire footprint.
Role Accountabilities
  • To advise and support the Constabulary in all matters relating to the Response to Major and Critical Incidents with specific regards to multi-agency coordination including the Resilience Direct Notification Process (in consultation with the Force Contact Centre) and facilitating both the Tactical Coordination Group (TCG) and Strategic Coordination Group (SCG), adhering to the JESIP Principles, in compliance with relevant Legislative Requirements.
  • To prepare and develop the Constabulary in all matters relating to Emergency & Contingency Planning, Exercising and Training for Major and Critical Incidents with specific regards to regulations and requirements under the Control of Major Accident Hazard (COMAH), Radiation Regulations; (REPPIR - Emergency Preparedness and Public Information) and relevant Legislative Requirements (i.e. Civil Contingencies Act 2004) in order to ensure that all safety requirements and regulations are met.
  • To represent the Constabulary in partnership activities and arrangements ensuring the Force comply with its obligations under the Civil Contingencies Act and other related guidance i.e. Health & Safety at Work.
  • To support the Constabulary's Organisational Learning by participating in the Debriefing process, where appropriate, to identify best practice and potential areas for improvement.
  • The post holder must be prepared to work at any time during an emergency and in any location.
  • The post holder must participate in 24-hour Standby and On-Call arrangements with the understanding that the role may also require occasional evening and weekend working when necessary.
  • The post holder must be able to travel anywhere in the Force area, and potentially Out Of Force, when operational necessity requires such.
  • The post holder will be subject to an enhanced form of Security Vetting.
  • The post holder will ensure that all arrangements, activities, equipment, supervision and staff health, welfare and training are complied with as fully detailed in the Health and Safety Policy.
  • Notwithstanding the details in this job description, the job holder may be required to undertake other duties up to a level consistent with the principal responsibilities of the job.

Prior Education and Experience - Essential
  • The post holder will be educated to level 3 or equivalent relevant experience.
  • The post holder will have attended, or be willing to undertake, relevant foundation training provided by the Emergency Planning College (EPC).
  • The post holder will have completed, or be willing to undertake, training in Resilience Direct.
Prior Education and Experience - Desirable
  • Previous experience of planning in an Emergency Service-related environment is desirable.
  • Previous experience of working in a 'live' incident command situation is desirable.
