Brief Description
       

As a Scheme Project Manager [CEFA], you’ll support the Project Manager to deliver key outputs of complex projects and programmes, taking individual responsibility for the delivery of projects within a particular geographical (i.e. Kent, Sussex, and Wessex) and/or technical (tenanted arch inspections, operational property inspections) domain.

You’ll work closely with both internal and external stakeholders to plan, co-ordinate and support the delivery of the inspection programmes across the Southern Region in order to meet client requirements to time, cost, quality and performance.

Your Key Accountabilities:

  • Responsible for the safe and successful delivery of all CEFA / CAFA Inspections / Examinations. Deliver the CEFA programme to time, cost and quality, in accordance with the contractual technical specifications and contractual regulations. 
  • Co-ordinate multiple contractors, ensuring works are completed and satisfy stakeholder requirements.
  • Completing site visits to understand any required enabling works, identifying access issues and problem solving.
  • Support the asset management teams (Structures,) in preparing and maintaining definitions of the project requirements, supporting the delivery of this by way of the commercial contract, and overseeing the collation of project results in internal databases to inform future examinations and further works where required.
  • Work with various functional teams including commercial, planning, engineering, community relations, property and others to identify solutions to client requirements, drive efficiencies and establish a robust delivery plan.
  • Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that could affect the project and through this the structural compliance of the railway infrastructure.
  • Work with  the contractors during the implementation and management of resource allocation plans needed for delivery of the project including identification and management of critical resource requirements. Secure resources needed for projects from internal and external sources.
  • Managing stakeholders (i.e. TfL, Train Operators, Local Authorities, The Arch Company), taking account of their levels of influence and particular interests, to ensure that works are in accordance with their processes and restrictions.
  • Managing and documenting project reviews on a per period basis throughout the financial year which will inform governance decisions of projects by providing evaluations of progress and performance against compliance, risk, safety, contingency, and continuing relevance.
  • Work with the monitoring of site safety processes. Carry out site safety audits and record results, lead and consolidate information on accident investigations (i.e. Level 1 investigation reports) when incidents arise and communicate rapid response processes in the event of issues on site.
  • Manage Environmental Management partners, Network Rail Works Delivery and Property and act as conduit between them and delivery contractors to carry out enabling works to ensure there are no obstacles (i.e. vegetation, hoardings, cladding) to accessing structures and undertaking examinations as per the programme.
  • Work closely and proactively with external and internal (route) planning teams to ensure that worksites are deconflicted successfully to minimise the risk of losing possessions and line blocks.


 
Job Skills, Experience and Qualifications
 
Essential

  • Excellent stakeholder engagement and communication skills all levels. This should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.
  • Successful relevant experience in a complex project environment including demonstrable experience in team management, planning, contracting and delivery of projects.
  • Successful record of project budget management and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status).
  • Strong commercial and negotiation skills.
  • Experience in managing ambiguity in a project environment with strong evaluation and decision-making skills.


Desirable

  • Membership (or working towards membership) of the Association for Project Management.
  • Demonstrable Project safety management practice and knowledge of Health and Safety legislation and best practice.
  • Knowledge of the principles of investment processes and procedures.
  • Knowledge of the principles of Health & Safety legislation, environmental and best practice.
  • Construction design management competence
  • Accident investigation experience
