The purpose of this job is to coordinate all aspects of the Chemical Facility Anti-Terrorism

Standards (CFATS) administered by the United States Department of Homeland Security as applicable to the St. Gabriel site; to develop, schedule, deliver, improve, and track all SSHE-required training for company employees and regular site contractors; to provide appropriate SSHE training to and SSHE oversight of short-term contractors; and oversee the computer-based

security system and security guards.

 

This position will be the primary site contact for the US Department of Homeland Security and act as the site representatie for local and national security and training associations and committees. The position will also interact with SSHE-training material and software vendors and receive necessary training to stay abreast of new SSHE training requirement and measures to enhance employee and contractor safety.

 

The position will interact with local associations (e.g., Greater Baton Rouge Industry Alliance, Safety Council of Southeast Louisiana) to streamline and enhance SSHE training requirements for contractors.

 

The position interacts with personnel across the site to identify, implement, and maintain measures to meet the US Department of Homeland Security’s Risk-Based Performance Standards (RBPS) for facilities regulated under CFATS. Security measure that must be addressed and maintained under the RBPS include those such as enhancing and maintaining perimeter security; screening, control, and access; personnel surety; shipping, reciept, and storage of regulated materils; cyber-security, training, response, records maintenance, etc. The position will also supervise the site security force.

 

The position interacts with the Sr. Regulatory Affairs Manager and the Safety and Industrial Hygiene Coordinator to identify SSHE training needs and implement training programs toensure all required SSHE training is developed, scheduled, and tracked. The position will interact with all company and contract personnel on-site by delivering SSHE training. The position is expected to maintain and enhance the effectiveness of the training program and ensure compliance with SSHE regulations.

 

The position interacts with short-term contractors to ensure they receive appropriate SSHE training to ensure they are suited to perform their job safely. The position also provides SSHE oversight of short-term contractros through audits and observations.

 

The position will have a number of ad hoc responsibilities outside of the designated role as determined by the Sr. Regulatory Affairs Manager.

 

MAIN RESPONSIBILITIES

  • Ensure that the 18 CFATS Risk-Based Performance Standards (RBPS) are met, and the site maintains continuous compliance – Key Activities: Coordinate capital improvement necessary to meet applicable RPBS. Develop, implement, and audit site procedures and practices required under applicable RBPS. Procedures that must be developed include, but are not limited to, inspection, testing, calibration, and maintenance of security systems and measures; security awareness and training program; threat policy; officials change management policy; and records retention. Develop and coordinate security drills, training, and exercised as mandated by CFATS. Coordinate with and include local law enforcement and response agencies, as required. Represent the site and accompany DHS officials for site inspections. Complete the triennial Top-Screen, Security Vulnerability Analysis, and Site Security Plan reviews.

 

  • Ensure that all SSHE-required training is provided to company and regular contract employees – Key Activities: Define all SSHE-required training. Develop and/or improve, as needed, SSHE-require training. Deliver and tract said training to company and regular site employees. Maintain SSHE training files and tracking database to ensure all SSHE-required training is provided and current. Maintain the site Learning Management System (LMS).
  • Ensure that short-term contractor receive appropriate SSHE training and SSHE oversight – Key Activities: Ensure that site orientations and SSHE training for short-term contractors is current, relevant, and effective. Monitor and audit the work of short-term contractors and make adjustment to their training, as needed.
  • Oversee the site security access system (badging system), and ensure the guards are properly trained – Key Activities: Ensure the site access system is function properly; and the guards

Role Requirements

 

  • Bachelors Degree (Degree in Occupational Safety a plus)
     
  • Knowledge of DHS, EPS, LDEQ, OSHA, and DOT regulations
  • Completion of, or ability to complete, a “Train-the-Trainer” course
  • Computer skills such as database, spreadshee, work processing, and presentation shuch as Microsoft PowerPoint experience
  • Excellent communication skills
  • Ability to translate experiences and ideas to written format
  • Ability to translate complex regulatory requirement to training materials
