We are seeking a highly organised, motivated and dedicated Senior Advisor with excellent knowledge on Green Finance and Circular Economy, who can assist to tackle non-technical barriers to financing net-zero interventions and to embed Circular Economy principles into the council policy and operations.

Key Responsibilities
- Research and assist the Council to overcome non-technical barriers to net-zero, through developing and embedding Circular Economy principles into the Council projects and policies in a mainly rural area.
- Lead as an expert on the Green Finance and Circular Economy topic by responding to colleagues, members and external stakeholders.
- Explore and identify innovative methods to finance green project.
- Develop a toolkit on Green Finance for rural councils.
- Develop local Circular Economy business case studies.
- Allocate, monitor and manage activities to ensure effective and timely project delivery.
- Maintain an oversight of all risks associated with delivery of projects and programmes.
- Work collaboratively with colleagues, elected members, stakeholders, and contractors
- Ensure that national best practice and statutory/regulatory requirements are implemented.
- Use technical skills to prepare and monitor projects and programmes.
- Identify and apply for additional funding opportunities.
- Prepare briefing notes, discussion documents, consultation, and formal reports.
Essential Criteria
- Degree level or equivalent in a relevant field
- Knowledge and experience of Green Finance and Circular Economy.
- Knowledge of public, private, and third-sector organisations
- Successful experience of coordinating, planning, and managing complex projects.
- Excellent written and verbal communication skills, in both virtual and face-to-face environment.
- Ability to facilitate sessions/ meetings with a wide range of stakeholders, both in person and online.
- Ability to analyse and interpret information, undertake research, and make recommendations.
- Excellent planning, organisational and project management skills.
- Flexibility and adaptability, with experience in a fast-paced environment.
- Experience of working with a multi-disciplinary workforce.
- Experience of working within a political framework.
- Commitment to equal opportunities.
