Job description

To establish and measure the quality of all Trust wide estate technical services and contribute to negotiations in relation to contracting matters provided against contract specifications, national/local standards and Trust financial criteria. To assist the Head of Capital & Property to manage and develop the Trust estate, to ensure that all services meet statutory and NHS guidance Responsible for ensuring services are delivered in compliance with relevant statutory and regulatory requirements, contract specifications, performance management systems, key performance indicators and contractual obligations. Responsible for acting as AP and/or CP for associated estate services functions. Provide professional and technical support to facilities management colleagues and wider Trust teams. To contribute to the management of a robust Planned Preventative Maintenance system that ensures compliance with all associated HTMs, HSE statute and best practice guidance. Provide technical support to the capital development team to ensure that capital schemes and minor works are delivered in compliance with any associated HTM and HBN requirements. Provide advice, guidance and support to the Trust and its partners on estate maintenance management to encourage appropriate and innovative management solutions. Contribute to the strategic planning process at Divisional level, to ensure that a full account of matters relating to sustainable estate maintenance management issues arising from internal and external trends are realised. Contribute to the development and dissemination of policy and guidance in line with NHS and Trust priorities and operational needs to ensure that staff can make well-founded management decisions. Act as local champion for sustainable property use and development by raising awareness, promoting the availability of expertise and the contribution that the function can make to Trust-wide objectives, to enable managers and other disciplines to take full advantage of the specialist advice available. Maintain & develop the Trusts records as appropriate and contribute to the effective management and wider sharing of knowledge and information to develop and promote involvement in and understanding of the Trusts estate. Participate in appropriate internal and external meetings and forums to ensure the delivery of a complaint estate service and assist in the future development of the Trust estate and to ensure that regional and national policy is implemented at local level. As directed, to ensure that the management of notices from the Department of Health and NHS Estates are acted upon and objectives met. To assist in the development and modernisation of the estate services in order that recognised best practice is adopted wherever possible. Assist in the development and maintenance of the Building Information Modelling (BIM) as well as providing assistance to others towards the Trust's performance against any other appropriate standards. Assist in maintenance of the site CAD database including overseeing and supervising CAD updates, integrating new CAD drawings into the database, checking and verifying new CAD drawings. Assist with the development of the Trust's interface and SLAs with its NHS and PFI partners. Where possible measure performances of contracting bodies and inform the client body. As directed by the Head of Capital & Property, undertake appropriate special projects. Duties and Responsibilities of the Post Communication and Relationship Skills Receive, review and interpret a range of complex information in relation to the provision of estates services, ensuring, where relevant, that such information is communicated up to Director Level. Develop and maintain relationships with key stakeholders across Trust, Commissioners, City Council, General Practitioners, Acute Trusts, CCG and NHS England, ensuring constructive dialogue and opportunities to develop services. Support appropriate estates services networking groups with the wider NHS organisation Assist in the development or amendment of any estates services related technical policy. Communication both written and verbal, to all levels of staff relating to the provision of estates services. Effectively Chair meetings with internal and external parties; managing conflict and achieving consensus. Ensure clear and consistent communication with all staff groups, ensuring staff awareness of service priorities, plans and objectives. Prepare reports as requested by the Head of Capital & Property Support the Equality & Diversity Agenda within the Directorate. Receive, interpret and provide complex information relating to estates services needs. Meet with clients to discuss scheme specifications and planning and delivery of estates services in liaison with service users and providers. Collaborate effectively with a range of clinical and none clinical stakeholders in the development of Capital projects, take the lead in workshop sessions and design reviews. Assist in the development and implementation of changes to the scope of schemes including any changes in statutory and mandatory requirements and reporting any such change to the Head of Capital & Property. Liaison with associated enforcement agencies to ensure that all estates services, contracts and works are compliant with any statutory and mandatory requirements. Knowledge, Training and Experience Provide detailed technical information and advice to all users, clients, contractors and associated NHS networks relating to the provision of estates services. Undertake such training as required to fulfill the responsibilities of the post as agreed with the Head of Capital & Property. Responsible for resolving complex estates services related problems using own knowledge and experience. Be able to manage project timescales and cost against agreed targets, identify programme and cost risks early with suitable mitigations and a recovery plan. Analytical and Judgmental Skills Responsible for the analysis and interpretation of complex data and performance information related to the delivery of estates services. Assess and manage any required action using own judgment and initiative. Understand the engineering implications of applying technical standards in a healthcare environment, be able to judge how and when to apply the necessary technical standards. Responsible for the development of option appraisals for Trust Senior Managers related to any required changes in technical, operational, contractual obligations or duty of care. Ensure all technical information received or developed is disseminated to the appropriate Trust Officer in a suitable format in order for the Trust to fully understand the content and any possible implications it may have. Collate, arrange and deliver performance information and provide monthly reports for all estates services. Develop and implement any required changes to the provision of estates services as a result of research or received information. Responsible for undertaking detailed and effective benchmarking information to assess the effectiveness of Capital Development Services. Responsibility for Patient Care Responsible for providing patient focused estates services that supports and enhances patient care. Responsible for ensuring that all estates services issues are responded to in an effective and timely manner to support and enhance patient experience and care. Give clear information to patients and visitors when asked or during incidental contact. Responsible for undertaking risk assessments where required relating to facilities service contracts with attention to aspects of patient care. Responsibilities for Financial and Physical Resources Responsible for ensuring that all estates services are delivered in accordance with Trust Standing Financial Instructions, within budget and that CIP programmes are developed and implemented. Responsible for the development and production of detailed service specifications and tender documentation in respect of the procurement of estates services contracts. Responsible for the management and performance of estates services budgets including monthly review and financial forecasts. Act as authorised signatory to an agreed value. Identify and action any poor practice which may result in financial loss to the Trust and report such to the Head of Capital & Property. Responsible for ensuring Trust Standing Financial Instructions are applied and adhered to. Responsible for ensuring best value with regard to the procurements of estates services. Responsibilities for Human Resources Responsible for the management and delivery of estates services including management of staff and associated supervisory/team leaders. Responsible for the recruitment, appointment, induction, training, and retention of staff. Responsible for ensuring that all estates services staff receive appropriate training for their area of work in accordance with National NHS Guidance, current legislation and Health & Safety guidance. Responsible for ensuring staffing levels are maintained. Responsible for delivering personal development plans for in-house staff and ensuring a similar structure is available to contracted staff. Responsibility for ensuring that the corporate Disciplinary and Grievance procedures, Sickness Absence and any HR related policy/procedure are adhered and managed in an appropriate and professional manner. Responsible for staff motivation and management of grievance and disciplinary matters. Provide operational HR advice to in-house and contracted staff in relation to general working conditions, benefits offered by the Trust, training and Health & Safety issues. o Undertake all such reasonable other duties as may be required as part of the role.
