We need forward thinking and highly skilled Management Accountants to support the ambitious recovery programme and the diverse range of services the Council provides.
Our teams are at the heart of decision-making in the City Council, providing insight and assurance to staff at all levels of the organisation, setting budgets and long-term financial planning, and monitoring revenue expenditure and resources against these plans. You’ll work closely with managers in the services and with finance colleagues across the wider team, influencing the council’s decision-making process and improving day-to-day processes, while ensuring that regulatory compliance and financial stewardship are built into every decision. Guidance, support, and in-house training will be provided.
You’ll be working on projects taking ownership from initial concept through to final delivery, developing and coaching the team as you go. We will look to you to set KPIs and achieve them, as well as making sure that the team and your projects comply with all essential guidelines and regulations. This is a truly collaborative environment, and we’ll encourage you to share your expertise and make your opinions matter. There will be an opportunity for you to deputise for management as and when required.
We require existing CCAB or equivalent qualification.
Senior Management Accountant (known in Birmingham City Council as Senior Business Analyst) – Adult Social Care team
We are looking to appoint three Senior Management Accountants(known in Birmingham City Council as Senior Business Analyst) within our Adult Social Care Finance Team working within either our Packages of Care team or our Commissioning and Co-ordination team.
These posts will involve all aspects of the full financial cycle from budget setting, regular revenue monitoring and closing the accounts for specific service areas within Adult Social Care. This involves providing information which informs the Directorate’s statutory returns such as the Better Care Fund and Adult Social Care Finance Return. The role involves building relationships with both internal and external stakeholders, from Budget Holders to colleagues in the NHS who the Directorate work closely with on a variety of Health and Social Care funded projects and programmes. And you will be expected to provide high quality information, advice, and guidance to these stakeholders.
For Packages of Care team the role will need to analyse and interpret data from the Council’s Care System, Eclipse. The Council supports over 13,000 citizens in Birmingham who have a package of care as per their assessed care needs and you will need to analyse existing data for these citizens in terms of Demography, Geography, and by their Primary Support Needs. Also modelling the impact of demographic and inflationary pressures which will feed into the Council’s Medium Term Financial Plan and aid in monthly reporting of income and expenditure in this area.
For Commissioning and Co-ordination team you will be responsible for reconciling the Council’s Sanctuary Seeker Government Grants (e.g., Homes for Ukraine, Afghan Interpreters) and providing information for grant returns. You will also analyse spend on third sector grants and provide information, advice, and guidance to budget holders on relevant budgets and inflationary uplifts as appropriate.
Within both these role there is opportunity to work and support other members of the team, although there are no formal management responsibilities.
