Job description

Pembrokeshire County Council is recruiting for a Subsidy Control Officer in the Strategic Funding Team. The Strategic Funding Team forms part of the Financial Services Division within the Resources Directorate. The Subsidy Control Officer will report directly to the External Funding Manager.


The post will work directly with officers working on the UK Shared Prosperity Fund and Levelling Up Fund, but the role is much wider than this. The person we are looking for will work on Subsidy Control issues that may arise across the full range of Council Services.


Subsidy Control is a new and fast evolving area of work. Originally governed by EU state aid rules, the UK Government has developed a new UK Subsidy Control regime under the Subsidy Control Act 2022. The legislation requires that subsidies do not unduly distort the market, are compliantly awarded in line with the law, and are transparent. Subsidies that are improperly awarded or administered run the risk of challenge.


The Subsidy Control Officer will maintain records of subsidies awarded and deal with enquiries from businesses. They will also work with the External Funding Manager to raise awareness of the requirements of the Subsidy Control Act within the Council, and help to prepare manuals and training modules to ensure that the Act’s requirements are fully taken into account in Council decision-making. In doing so, they will work with the Council’s Legal Services Division whenever complex Subsidy Control issues emerge, including potentially responding to challenges under the Subsidy Control Act 2022. The Subsidy Control Officer must be able to devise and instigate effective systems to deal with this emerging area of work.


The person we need will be able to understand Subsidy Control law and have the ability to explain it confidently to non-specialists. Our ideal candidate will be able to create, manage and manipulate large databases in Excel, including creating mail merges. They will be expected to contribute to the work of preparing Subsidy Control Assessments of the implications of proposed courses of action, working closely with the External Funding Manager, Legal Services and service departments.


As this is a rapidly evolving area, a commitment to personal development including undertaking further training is essential.
