Interim Supported Housing Manager – Social Housing

Pay Rate: £22.57 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
This opening assignment is for 3 months
City: WELLINGBOROUGH
Office based – and travelling to NNC owned sheltered schemes. Some working from home possible, with management approval.
The purpose of the role is to assist the Tenancy Services Manager in creating a management culture within the Tenancy Services division which is customer-focussed, forward looking and flexible. Management of the Supported Housing service in the Kettering Neighbourhood Team, to include management of:
10 sheltered housing schemes and the Dispersed Alarm Service
2 Traveller sites (with management contracts in place).
Management and supervision of staff; 6 Scheme Managers, a Senior Support Worker and 2 support workers (covering schemes 24 hours per day).
Key Responsibilities
Undertake staff appraisal, regular ME time 1-2-1’s in line with the Council’s policies and procedures.
Ascertain training and development needs and devise appropriate training programmes for staff with the team.
Recognise and reward staff for excellent performance and deal effectively with issues of poor performance.
Provide leadership and strategic direction to staff in the Supported Housing Team.
Develop good working relations with tenants so they have appropriate influence over the way in which their homes and sheltered housing schemes are managed.
Ensure that the Supported Housing service is relevant, cost-effective, customer-focussed and supports the Council’s strategic aims.
Contribute data, analysis and commentary to the Housing Service Plan, Housing Strategy, HRA Business Plan and Corporate Plan.
Ensure that the Council is at the forefront of best practice in the management of Supported Housing services.
Act as the Council’s Contract Manager on the Council’s externally contracted community alarm call centre.
Maintain a close working relationship with the Keyways Allocations Team, Neighbourhood Management Team and Void Property Surveyors to ensure that void times within sheltered housing schemes are minimised.

Qualifications:
Relevant degree/ qualification
Knowledge:
Expert and detailed knowledge and experience of implementing current homelessness and housing law and practice, including the Housing Act 1996, Homelessness Reduction Act 2017, Homelessness Act 2002, Localism Act 2012, the Homelessness Code of Guidance and relevant case law.
Experience:
Experience of effective joint working in a multi agency context to resolve complex issues.
Experience of investigating complaints, and ability to communicate effectively with customers to communicate complex issues clearly and simply in a compassionate way.
Experience of responding to MP and Councillor enquires and ability to communicate effectively with MPs and Councillors to explain complex information clearly and simply.
Strong track record of leading and motivating a high performing Housing Options service with high levels of demand, pressures, and conflicting priorities.
Skills & Abilities:
Financial and budgeting skills, ensuring financial processes are being followed effectively to deliver services within defined budgets, including the allocation of temporary accommodation.
Ability to work to tight timescales and prioritise.
Proficient use of IT software such as Microsoft Outlook and Microsoft Teams.
Flexibility to work outside of working hours and ability to travel and work from various locations where needed.
