Overview of project/role
The post holder has direct day to day responsibility for the Museum’s service contracts, organising aspects of the complex operational routine in a single integrated 7-day support function. To meet the specialist requirements of the buildings, their functions, the occupants, and the visiting public. The post holder will assist with the management of works involving the Museum technical assistants, external contractors, and subcontractors on a daily basis.
The Technical Operations Manager will monitor service level agreements with contractors and other departments, Develop, apply and maintain consistently excellent standards of planning and organisation to ensure that all processes and procedures are carried out in accordance with Museum, TfL and legal requirements, facilitating the smooth operation of the Museum. The post holder will be responsible for service contracts within the Museum and will ensure they always represent best value.
Key Accountabilities
- Co-ordinate the efficient day to day operation and management of all Museum premises at Covent Garden and Acton Depot to ensure that they fully meet the needs of the occupants; Museum staff, visiting members of the public and contractors within agreed Service Level Agreements (SLA). This may include working out of hours and at events.
- Directly manage on a day-to-day basis, premises, housekeeping, security and display related facilities’ service contracts ensuring such contracts are undertaken in accordance with contract specifications, terms and conditions and SLAs - to ensure that LTM remains fully compliant within these areas.
- Carry out regular building and display inspections to ensure that a healthy, safe, fully working and comfortable environment is continually provided, and that asset condition is maintained and optimised. Pro-actively identify issues and trends relating to assets and their management.
- Maintain day to day building related records including, maintenance records, floor plans, copies of contracts, and procedures, and minutes of contract monitoring meetings to meet all internal and external audit requirements, as well display related facilities performance. The role will source and analyse data to identify opportunities for improvement.
- Manage and guide the Museums Technical Services Team in connection with building and gallery matters, connected with projects, maintenance and the day-to-day activities.
- The role will also ensure that the team are trained, certified and competent to undertake the range of duties required, maintaining records of building asset performance and display reliability for periodic reporting.
- Provide technical expertise and advice at a tactical level, to promote, support and establish fit for purpose and efficient systems activity throughout all programmes and projects.
- Be a member of the Crisis Management Team, which may require emergency attendance out of normal working hours.
- The role will also carry out any other reasonable request by the Museums management.
Skills, Knowledge & Experience
Knowledge
- Accredited and knowledge qualification in safety management, would be an advantage.
- Understanding of the principles of visitor management and visitor excellence - Essential
- Knowledge of the life cycle of asset management principles.- Essential
- Knowledge of problem solving and business process improvement approaches - Essential
- Wide-ranging technical knowledge of the multi-service disciplines in Facilities including Mechanical, Electrical and Fabric; Health and Safety legislation; Catering, Security, Cleaning - Essential
- Appetite to achieve or already possess a Certified Membership of the British Institute of Facilities Management - Desirable.

Experience
- A professional Facilities Manager with relevant facilities experience at management level and proven experience of managing teams, both as direct line manager and also indirectly, across multiple disciplines - Essential
- Experience of fault finding and fault rectification, a proven record of managing live presentations in a public environment, of maintenance of electrical appliances and of maintaining mechanical systems - Essential
- Responsibility for operationally managing a leisure or heritage facility which was subject to a regulatory licensing regime and has a significant number of users would be an advantage - Desirable
- Experience of using facilities management system - Desirable
- Exposure to planned preventative condition based maintenance - Desirable
- Experience in the building services or audio visual industry - Desirable
- Proven experience of management and team leadership skills with evidence of delegation, monitoring of performance, appraisal skills and disciplinary process - Essential
