Role Overview:
- Job Title: Commissioning and Procurement Officer
- Grade: G/H
- Location: Confidential within London
- Reporting To: Commissioning and Procurement Manager
Key Responsibilities:
- Provide professional commissioning and procurement project support across the Council.
- Undertake tenders and requests for quotations, ensuring Best Value and contributing to cost savings.
- Manage projects on the e-tendering portal and prepare tender documentation.
- Understand market research for potential requirements, analyze data, and produce summaries for commissioning plans.
- Maintain procurement issue and risks logs, ensuring timely completion of all relevant steps in the council's e-tendering portal.
- Develop excellent relationships with internal and external stakeholders.
- Liaise with stakeholders regarding procurement opportunities and compliance issues.
- Support the development of procurement guidance materials and templates.
- Manage the Commissioning mailbox, ensuring timely responses to stakeholder queries.
Digital/New Ways of Working:
- Utilize new technologies, particularly Google, to adopt modern, agile working practices.
General:
- Work with the Procurement Manager to establish standards of good practice.
- Define outcomes, set targets, and monitor performance within a culture of continual improvement.
- Represent the Council in meetings and provide information to operational working groups.
Grade H Progression:
- Ability to work independently on more complex commissioning projects.
- Lead on defined programs or projects on behalf of Contracts and Commercial.
- Contribute significantly to planning and improvements of the commissioning function.

- Good knowledge of commissioning and procurement best practice.
- Appropriate procurement experience in a public sector environment.
- Excellent knowledge of Public Contracts Regulations (PCR 2015).
- Experience of e-tendering portals.
- Excellent communications and influencing skills.
- Experience of formal report writing and excellent writing skills.
- Experience of planning, organizing, and prioritizing workload.
- Professional qualification (or willing to work towards one).
- At Grade H, hold a relevant professional qualification (e.g., CIPS) or equivalent experience.
