The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland. The Agency administers these public service pension schemes on behalf of Scottish Ministers with an annual pension spend to over 200,000 pensioners of more than £2.5 billion.

The Corporate Governance Team is responsible for the development and deliverables of the Corporate Governance arrangements for SPPA.
The team supports overall Corporate Governance which includes the operation of the Management Advisory Board, Audit and Risk Committee, People Committee and the Pension Boards.
You will work as part of a small team, supporting SPPA board structures and governance. You will work closely with the Corporate Governance Manager to support the maintenance of Agency governance activities and ensure that SPPA follows required regulations and delivers the expectations of The Pension Regulator, The Pension Ombudsman, Scottish Government and Audit Scotland.
- Prepare and coordinate communications to external stakeholders and Board members. Research current best practice and work in collaboration with Scottish Government colleagues, external colleagues and other governance stakeholders to deliver a professional governance service.
- Support the Agency’s Freedom of Information (FOI) process by applying knowledge of FOI to investigating and preparing draft responses for managers, and route complex queries from other colleagues/stakeholders.
- Support the Governance Delivery Leads to collate, prepare, quality check and distribute Board papers by working in conjunction with colleagues and managers throughout SPPA within agreed timescales, whilst also providing support and clarification regarding content and style requirements.
- Provide a professional secretariat support service to the Governance Delivery Leads, including ensuring accurate and representative minutes are produced and signed off in accordance with agreed standards and timescales for Boards and other relevant Governance forums.
- Contribute to wider Agency Corporate Governance projects, and ensure that the strategic plans of the Governance Team are put forward in line with organisational priorities and needs. This involves proactively identifying and participating in opportunities for continuous improvement and contributing to both the team and other Agency teams to support in other ways where needed.
- Manage Governance Team structures and processes, including mailboxes, document inventories, meeting logistics, catering, and board member expenses.
- Provide logistical support to the Governance Delivery Leads, ensuring meeting rooms, catering and relevant equipment are made available (and accounted for appropriately) and financial processes (expenses, invoices, EASEbuy orders) are followed for Pension Boards, Scheme Advisory Boards, MABs, ARCs and other relevant Governance forums.
