Cost Estimate Expert - Petrobrazi Refinary - Romania

We are looking for a Cost Estimate Expert for 3 years contract in Petrobrazi Refinary - owned by OMV Petrom, our main client.

Due to work permit restrictions only EU applicants can apply.

Activity Description:

• Independent validation of EPCM & EPC Contractors conceptual and FEED estimates, as well as definitive proposals for contract award,
• Production of order of magnitude, conceptual, FEED, and definitive internal estimates for budget authorization, final investment decision, and mid-term planning in accordance with OMV standards,
• Produce benchmark and cost comparison data with relevant projects per refinery location,
• Provide companywide services (if specified in call off) to locational estimators on estimating tools, techniques, factors, norms and benchmark project estimates against historical data and internal/external indices,
• Ensure compliance with the approved management budgets and initiation of appropriate measures for actual deviations in established targets
• Support in Quantitative and Qualitative Risk Analysis workshops.
• Provide input for project cost estimating requirements in ITBs
• Assist with commercial evaluation of ITBs
• Develop cost-estimating worksheets
• Review changes/modification requests versus budget and contract prior to approval
• Perform cost deviation analysis and underlying causes
• Support the development and normalization of project KPIs for internal and external benchmarking
• Benchmark projects and develop benchmarking database
• Coordinate and develop appropriate control budgets consistent with project estimates and WBS / CBS
• Ensure conformity with budget, cost tracking, forecasting and financial reporting
• Develop of the project cost plan, monitor costs and collect cost data
• Implement and monitor costs within each project stage and for entire project until completion or close out;

MONTHLY PROGRESS REPORT on the following activities status for active projects:

• Validate EPCM & EPC conceptual and FEED estimates and prepare Cost Estimate and Basis of Estimate documents
• Analyse commercial proposals of bidders versus the Cost Estimate and prepare report of variances
• Analyse previous phase estimate versus current phase estimate and prepare report of variances
• Support ITB process by performing benchmarking of projects
• Development and preparation of the Basis of Estimate

Candidates with a background in petrochemical projects are prefered.
