Data Engineer – Inside IR35

Contract Term: 6 Months

Contracting Authority: Homes England

Location: Remote – Occasional travel to Homes England offices

Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.

Job purpose

This post holder will support the development, delivery and management of common, consistent and high-quality data and information services across Homes England; implementing and maintaining data flows to connect operational data systems, developing our Azure Data Platform to automate solutions and supporting our data practitioners by delivering first-class data solutions.

The individual will be required to work regularly and closely with all teams across the agency to understand and interpret their needs, as well as the rest of the Digital Team in order to turn these requirements into practical solutions for managing and improving data.

Key relationships

The post holder is expected to develop and maintain good working relationships with:

Wider Digital team, supporting the delivery of new technical services and platforms, maintaining existing data connections within applications, ensuring that appropriate data standards are met.

Business teams and data practitioners across Homes England, identifying data services and tools which would improve their activities, and supporting them to make the best use of data.

System owners across the business, such as Legal and Finance, ensuring Homes England data connects with other data services within the agency.

External delivery Partners, supporting onboarding and ensuring that work is delivered to agreed standards.

Key accountabilities and responsibilities

  • Coaching of Data Engineers, provide technical leadership and guidance in the development and implementation of analytics solutions for the organisation. Support the Lead Data Engineer to ensure that the team's work is aligned with the agency's strategic objectives and business needs, and that it follows the agency's data standards and practices.
  • Design and implement automated solutions for data collection, management, cleaning, and organisation. Develop and maintain data pipelines that automate the processing of data and ensure the delivery of high-quality data to end-users. Monitor and optimize data automation processes to improve efficiency and effectiveness.
  • Lead the development and implementation of data models, structures, and standards to support business needs. Work closely with stakeholders, including digital colleagues, to ensure that data structures and models are fit for purpose and follow the agency's data standards.
  • Support the development and implementation of governance and standards (e.g. information security, data quality) to ensure developed intelligence and data can be easily accessed and interpreted by others and adopt appropriate change management processes for data and systems changes and manage associated risk.
  • Lead the development and maintenance of a range of core data services, automating data pipelines and ensuring that key data is consistent and accurate across the whole data ecosystem.
  • Act as a subject matter expert for specific data categories and intelligence services, providing guidance and training to other team members and stakeholders. Maintain a full understanding of the data the agency holds, limitations, and usage across the agency.
  • Work closely with stakeholders to define data requirements, working with the architecture community to design and create prototypes.
  • Play a key role in a data practitioner community of interest, supporting Lead Data Analyst in the development of best practice, and sharing knowledge to the wider data community. Champion the importance of data quality, automation and play integral part in implementing required processes that could help drive improvements in this area.
  • Adhere to Homes England development standards and principles
  • Homes England require flexibility in undertaking duties and responsibilities commensurate with the general character of the role and level of responsibility.

Key skills and knowledge

Experience

  • Experience of delivering data solutions using cloud technologies (preferably Azure).
  • Experience of coding and automating data pipelines using languages such as PySpark & SQL.
  • Experience of working with large and complex data environments.
  • Evidence of adaptability with the ability to learn new technologies and methodologies.
  • Experience developing and maintaining effective working relationships with technical and non-specialist colleagues.
  • Experience of translating business problems into technical solutions.
  • Demonstrable experience in a role that includes problem solving, analytical and logical skills.

Skills

  • Efficiently collecting, manipulating and validating large and complex datasets.
  • Designing and building data models and services.
  • Comfortable giving definition to ambiguous problems, can do this independently with limited guidance.
  • Solid understanding of software design principles and Agile best practice.
  • Verbal/written communication & data presentation skills, including experience of effectively communicating with both business and technical teams.
  • Strong analytical skills with the ability to collect, organise, analyse, and disseminate significant amounts of information with attention to detail and accuracy.

Desirable experience

  • Experience of data visualisation tools, such as Power BI or Tableau.
