Job description

The Divisional Operations Director with both the Divisional Nurse Director and the Divisional Medical Director are expected to deliver the effective integrated clinical, operation and financial performance of the Division. This role is responsible for ensuring national and local access targets are achieved, along with ensuring all aspects of people, performance and financial objectives are delivered as per the divisional and Trust business plan. The Divisional Operations Director will provide strong leadership at a divisional level, ensuring that there are appropriate systems and processes in place to deliver objectives and drive forward the service to improve the operational effectiveness of the Division. To enable them to execute this responsibility the post holder is expected to provide proactive and visible leadership. Leadership will span four key areas: service leadership, people and culture leadership, quality leadership and collaborative leadership. The Divisional Operations Director will be expected to support the developments within the Integrated Care System (ICS) and within the Fylde Coast Integrated Care Partnership (ICP) maximizing opportunities to work collaboratively with partners across the systems. All senior leaders are expected to work as part of a cohesive team and, when necessary, to take the lead responsibility for corporate issues outside their immediate sphere of responsibility to achieve the corporate objectives of the Trust DUTIES AND RESPONSIBILITIES Corporate With the Divisional Director and the Divisional Nurse Director, provide leadership to the Division and contribute to developing the strategic direction of the Trust. Be accountable for the operational management of the Division and understand Trust responsibility for the delivery of corporate access targets Take shared corporate responsibility for the financial performance of the Trust, including the achievement of financial targets, balancing the potentially conflicting demands of budgetary requirements and clinical standards. As part of the divisional triumvirate report to the monthly performance review on divisional performance. Represent the Division at local levels, developing partnerships, sharing best practice and integrating this knowledge within the Trust. Participate in the on-call rota for the Trust and be available for weekend working when required Leadership and People Provide outstanding leadership to all staff across the Division, setting goals and standards for others and ensuring the fullest contribution to the development and delivery of the Divisions strategic goals. Demonstrate a highly visible and collaborative leadership style underpinned by the Trust values. To provide managerial leadership and support to the Division. This will include the line management of Directorate Managers. Lead on the monitoring and management of all access standards for the Division. Lead a climate of innovation and continuous improvement in the services provided across the Division. Assist the Divisional Director to ensure the contributions and perspectives of all clinical and other staff are sought and used to influence management decisions within the Clinical Directorates and for the Division as a whole To support the Divisional and Clinical Heads of Departments, and Quality Managers, in embedding clinical governance and risk management within the Division's management processes, to promote strategic thinking at all levels within the Division Facilitate opportunities for system led working, developing supportive working relationships and partnerships. Ensure annual objectives are agreed with all staff within the Division and ensure that all staff are appraised, trained and developed. Encourage a culture where employees are empowered to take personal responsibility, are well motivated and able to understand and commit themselves to the objectives of the Trust To work with Triumvirate, Clinical Heads of Departments, Directorate Managers, Matrons and Human Resources staff in developing workforce plans and Directorate/Specialty HR strategies. Ensure feedback secured via the national staff survey, and any local staff surveys, are acted upon to deliver a continuous improvement in the staff experience. Operational Performance Always provide effective and visible leadership and direction in the operation and delivery of all services with the Division, including timely delivery of national and local access targets and objectives. Lead on the management of performance by establishing and reviewing KPIs across the Clinical Directorates, identifying variances and opportunities for improvement. Advising the Divisional Director and clinical management teams on operational and strategic plans to improve performance. Keep the Divisional Triumvirate and Director of Operations abreast of relevant day to day matters relating to services and issues where there are areas of challenge/concern. Ensure full compliance with the Trusts Assurance Framework and any related standards including assurance on all corporate and clinical risks. Work with the Divisional Director, Divisional Nurse Director and Directorate teams to secure clinical engagement in the day to day activities of the Trust, and in performance improvements and service developments, working with the leads in other Divisions where appropriate. Promote innovation and quality improvement to ensure best-practice services for patients and positive working experience for staff Ensure that business development opportunities for the delivery of patient services are explored, agreed and implemented. Ensure that the divisional structure is fit for purpose to deliver Trust and national requirements. Support the Managers that sit within the directorates in the delivery of their specialty access standards and the delivery of the local business plan. As part of the divisional triumvirate, lead the divisional annual budget setting process and delivery of savings targets. Set an example to other staff through own personal behaviours Strategic Development Responsible for production of the Divisional annual Business Plan, ensuring it meets the Trusts planning cycle and is in accordance with the requirements of the independent regulator, for subsequent consolidation into the Trusts overall Business Plan submission. Lead on the negotiation of the annual operational plans for the directorates in conjunction with the Clinical Heads of Department, Directorate Managers and Matrons that are aligned with the Divisional Business Plan To ensure that systematic reviews of Divisional policies and protocols are carried out in line with the Trust policy on document control, and the Risk Management Strategy Ensure compliance with national Strategies, reports and recommendations. Lead the Division in the planning of the future service developments and to ensure that the resources and facilities for the Division meet the needs of the service, implementing change programme as appropriate Work with clinical staff to develop changes in clinical practice through the development of evidence based practice which compliments the Trusts clinical governance strategy and performance improvement Monitor performance against Health Care standards and NHSLA standards, initiate appropriate actions for involving patients relatives and their representatives in planning and development of Resource Management To be accountable for the financial performance of the Division and manage the Divisional budget on as part of the Divisional Triumvirate. Ensure that the Division manages its income and expenditure budget within plan. Responsible for the preparation of outline and full business cases in line with the Division and Directorate Business plans and manage the associated processes including liaison with key stakeholders and overseeing the benefits realisation process and reporting outcomes accordingly To be responsible for the delivery of the Divisional productivity & efficiency programmes developing realistic plans, monitoring and reviewing their implementation To work with the Triumvirate and Directorate Managers on issues of financial management and to ensure that the Trust's Standing Financial Instructions are adhered Promote and secure value for money, ensuring that the services across the Divisions operate in an efficient manner Work with the Chief Finance Officer and Director of Operations to identify realistic and achievable financial plans Operate within the Trusts standing orders and financial instructions, scheme of delegation Processes To develop and regularly review, with members of the Divisional Board, Divisional service department plans. The plans should combine, as far as possible, the achievement of national and local targets with the aspirations of the speciality teams To lead the Divisional contribution to Performance Management reviews, and to ensure a performance management framework is in place within the Division In conjunction with the Directorate Managers, maintain an overview of medical staffing, and to ensure that doctors rotas are compliant with statutory requirements (i.e. Working Time Directive). To ensure that the job plans fit with clinical service strategy direction, are working towards programmed activities, target compliance and the development needs of the individual consultants.
