Job summary
This newly created role sits within the friendly Talent and Learning team and has been introduced to build our internal learning Design/Delivery capability in order that we can deliver the best learning outcomes in a timely way. It’s an exciting time to join us as we launch our new leadership strategy and begin to focus on developing capability across the organisation (circa 1700 employees).
We’re looking for a creative L&D professional with experience of designing and delivering development programmes and interventions to a wide range of colleagues. You’ll be a motivated self-starter with a passion for learning in all its forms who can help us in our ambition to create a skilled and flexible workforce who are able to deliver our strategy and build meaningful careers with us. You will be pivotal in helping to create a learning environment in which everyone can flourish, and will have highly developed organisational and project management skills to work with purpose and pace.
You will work across the organisation to respond to learning needs, but initially will focus on the development of a brand new “New Managers Programme”, support our leadership development agenda, and look at our offer to new starters.
Working location
This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 40% of their time working onsite from one of our offices. This role is based in our Newport office.
The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.
The Culture and OD team have recently committed to spending a minimum of 40% of our time at the office to maximise the benefits of working together and provide an excellent service to our customers. The postholder will be working in a delivery role and will therefore be expected to be flexible around in person attendance based on customer need.
There may be occasional need to travel to our London office.
Job description
• Be accountable for the design and delivery of high impact learning programmes, interventions, and events for the full range of colleagues across the IPO.
• Research and develop new topics, courses and teaching materials that inspire curiosity, engage, are inclusive and accessible to all.
• Use a range of methods to deliver learning, including face to face training, facilitation, blended learning, resource packs, Action Learning Sets, and other social learning.
• Take responsibility for the full learning lifecycle of the programmes and products owned, from learning needs analysis and learning objective setting, through to evaluation and reporting.
• Work closely with the Training Programme Manager and Talent & Learning team to understand and ensure alignment with the wider learning offer.
• Work as part of the wider talent and learning team to support L&D initiatives across the organisation.
• Act as a champion and role model for learning in the organisation
• Build effective relationships with key people across the organisation, and in the profession as a whole to ensure that your work is aligned to strategy, business priorities and best practice
• Evaluate and review your work, report and present confidently and clearly to others, and adopt a continuous learning approach in response to data, insight and feedback
Essential Criteria:
• Proven track record of designing, delivering and evaluating learning solutions that are innovative, impactful and deliver high quality outcomes to drive organisational performance.
• Experience of utilising a range of adult learning theory, interventions, and facilitation to ensure that colleagues get the best out of their development.
• Experience of producing management information and conducting analysis to measure the impact and effectiveness of Learning and Development at an individual, team and organisational level to demonstrate return on investment.
• Exceptional communication, presentation, and interpersonal skills, with the ability to build relationships, engage and influence effectively across a diverse organisation.

Voluntary Moves: If your pay (excluding allowances) is above the IPO maximum for the grade it will be capped at the IPO maximum for the grade when you transfer.
OGD loan or permanent transfers
Please note that due to the childcare changes introduced by HMRC in October 2018, employees going on loan/transferring to another government department that were in receipt of childcare vouchers in their previous department will not be able to continue receiving these post transfer.
The IPO will not allow individuals from Other Government Departments to carry over annual leave with them unless there are exceptional circumstances. Individuals will therefore be expected to make necessary arrangements with their existing department to ensure an annual leave balance of zero ahead of transferring to the IPO.
