Pay Range
$183,990 - $236,316 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for an Operations Group Leader (OGL) within the Materials and Non-Destructive Evaluation (MNDE) Section. In this position, you will apply planning, scheduling and project management principles that contribute to the safe and efficient operation of programmatic efforts involving NDE. You will be the lead for planning and scheduling of NDE capabilities, resources, and support efforts across the NDE enterprise. You will lead a diverse team of project engineers, planners, and other NDE personnel. In this position, the OGL will addresses a diverse portfolio of programmatic and institutional customers whose programmatic requests and schedules may produce conflicts among other customers and deadlines. You will collaborate with the other NDE GLs, the technician Supervisor, Superintendent, and the MNDE Section Leader to ensure smooth day-to-day operation of the capability, through excellent communication, proactive actions, and deconfliction strategies. You will be a key player in driving a strong culture of safety and security. This position is within the Materials Engineering Division (MED) within the Engineering Principal Associate Directorate.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
You will

  • Develop, analyze, and monitor project schedules by tracking project progress and providing regular updates to the NDE GLs, the Section Leader, and other stakeholders regarding critical milestones, plans, and complex problems that could significantly impact costs or schedules; resolving any conflicting work requirements and prioritizing tasks to ensure predetermined targets are met.
  • Provide updates to Section Leader and Engineering Resource Analyst regarding Service Center budgets including tracking of labor expenses and procurements.
  • Work closely with other NDE GLs in support of equipment maintenance efforts (preventative maintenance, repairs, and records of these activities). Coordinate service contracts and assist GLs with the acquisition processes for capital equipment procurements.
  • Work with NDE GLs and Technician Supervisor on Management walkthroughs managing operational deficiencies , by identifying problems, reporting and/or taking action on results, applying technical best practices and concepts, and planning projects to solve problems and implement solutions that may involve developing creative solutions or ideas.
  • Assist other NDE GLs with project prioritization and coordination strategies by maintaining an integrated schedule of all project activities, facility upgrades, equipment installations, travel, and training.
  • Collaborate with mission support organizations in operations and business (O&B), environmental safety and health (ES&H) to ensure successful project execution.
  • Represent NDE with Strategic Deterrence Infrastructure and the Office of Laboratory Infrastructure on major infrastructure projects (e.g., B239 and B823 Renovation etc.)
  • Directly supervise NDE Operations team members, including but not limited to, performance management, timecard approval, and performance documentation
  • Supervise Project Engineers and oversee project scheduling and standardized project documentation to meet ISO 9001 quality standards.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in a Science, Technology, Engineering or related field or equivalent combination of education with extensive related experience.
  • Significant experience working effectively in a collaborative work environment with expert organizational and customer service skills, attention to detail, accuracy, and follow-through. Demonstrated ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.
  • Significant experience and/or fundamental knowledge in scheduling, change control, including use of project management tools and prior experience using Microsoft Office tools to successfully meet project goals and deadlines.
  • Strong interpersonal skills and ability to work effectively in a multidisciplinary team environment while coordinating work and milestones on multiple simultaneous projects effectively, with an emphasis on developing relationships and building long-term collaborations with internal and/or external sponsors.
  • Expert level verbal and written communication skills necessary to effectively collaborate in a team environment , present and explain complex technical information , and provide advice to employees, facility tenants, and all levels of management.
  • Demonstrated effective personnel management strategies with a resource limited workforce in challenging work environments.
  • Understanding of NDE needs by major programmatic customers.

Qualifications We Desire

  • Active Department of Energy (DOE) Q-level clearance or an active Top-Secret clearance issued by another U.S. government agency.
  • Demonstrated successful experience and familiarity with managing NDE workflows at Site 200 and Site 300.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
