This opportunity will suit someone with previous people management experience; who is adept at identifying and realising improvement opportunities; and who can get the very best from others. As well as the day-to-day operational management of the team, you will also take primary responsibility of the management and delivery of statistical and targeted audit programmes. You’ll also have lots of opportunity to engage with internal and external stakeholders, representing Ofgem in a range of settings. It’s a role with a diverse set of responsibilities, working in a fast-paced environment.

Your experience in a similar operational setting will have helped to develop expertise in supporting, mentoring and performance managing teams, and you’ll have an informed appreciation of the need for excellent organisational and prioritisation skills. You’ll need good numerical and analytical skills including data analysis. As well as proven skills in stakeholder management you should also offer proven expertise in people management, with a record of delivering targets.

Job description

Delivery and Schemes is part of the delivery directorate of Ofgem and works on the administration of Environmental and Social schemes. This role sits within the Audit & Compliance Hub and will focus on delivering our audit responsibilities.


The Audit team is responsible for delivering audit programmes through external auditors under the various schemes we administer. We currently administer 10 environmental and social scheme, valued at approximately £9bn a year in consumer and taxpayer’s money.


The post holder will be part of the Operational Delivery Profession within Ofgem Delivery and Schemes, and there will be opportunities for deployment to other areas in future – for example within our Operational Delivery team or within Corporate Services. The Operational Delivery Profession delivers operational excellence across all aspects of service delivery and business support, helping Ofgem to deliver its priorities by administering efficient and trusted services.


Working to support the Lead Operations Manager and forming part of the senior management team, the post holder will share responsibility for delivering Ofgem’s audit strategy in respect of the environmental programmes it administers. The scope of this role is comprehensive: the successful individual will have responsibility for a number of the renewable scheme audit programmes, preparing the associated audit strategies and working closely with other teams.

The Senior Manager role provides an exciting opportunity to support Ofgem, as we work to protect energy consumers, especially vulnerable people, by ensuring they are treated fairly and benefit from a cleaner, greener environment. Key Responsibilities


  • Management and delivery of statistical and targeted audit programmes across a shared portfolio of environmental programmes.

  • Ensuring the continued development and integration of data analysis within the audit programmes and strategies.

  • Budget and contract management of third party auditors, including procurement activity where necessary.

  • Coordination with relevant teams on compliance and counter fraud investigations.

  • Delegated Authority for relevant audit decisions.

  • Development of audit plans and input into annual audit strategy.

  • Planning of resources to ensure that all audit activity is appropriately resourced to deliver on the programmes and strategies.

  • Performance management of a team of approximately 5 individuals, across two locations.

  • Identify continuous improvement opportunities and initiatives, to ensure improvements are made across audit activities.

  • Reporting on scheme audit activity.

  • Setting and managing team KPIs/SLAs.

  • Supporting the Lead Operations Manager and Head of Audit, as required.
