If so, we have an exciting opportunity available for a Programme Support professional to support the Programme Management Office (PMO) team.

Job description

The Joint Air Quality Unit (JAQU) is a joint team between DfT and Defra responsible for leading the delivery of the NO2 Programme. JAQU was established to ensure delivery of the air quality plan for nitrogen dioxide (NO2) in the UK, published in 2017. The team works with 64 Local Authorities across England as they develop their plans to bring levels of nitrogen dioxide concentrations resulting from transport within the legal limit as soon as possible. JAQU provides a single point of contact for stakeholders on all issues relating to the national plan and compliance with legal requirements.

JAQU leads on the administration of the Implementation Fund and Clean Air Fund to support activities to improve NO2 and wider air quality. The NO2 programme is a major government programme which brings together two government departments (DfT and Defra) and involves a wide range of stakeholders and delivery partners. The programme aims to deliver significant public health benefits through the reduction of NO2 and is aligned to many strategic government priorities.

JAQU Programme Management Office (PMO) team plays a vital role in delivery of the NO2 Programme by using it’s business partnering model to progress report across, JAQU workstreams. The PMO team leads on Programme Governance and Assurance activities as well as secretariat activities for the monthly Programme Board and bi-monthly NO2 Exit Board and supporting other workstreams. The Programme comprises multiple workstreams and projects covering policy, science, evaluation, analytical, digital, and commercial areas.

Responsibilities include but are not limited to:

  • Support and coordinate the delivery of high-quality reporting to stakeholder groups including SROs, DfT and Defra ExCO/Investment Committees, Ministers, HM Treasury, and the Infrastructure & Projects Authority (IPA).
  • Supporting Programme planner as a business partner for JAQU workstreams, by understanding programme milestones and risk. And unblocking and escalating issues impacting delivery.
  • Joint responsibility for the secretariat function for the monthly NO2 Programme Board. Engaging with multiple JAQU workstreams to ensure timely submission of papers and distribution of the Board documents.
  • Working with JAQU colleagues on designing and improving programme governance and reporting, providing input into governance documents and reviews.
  • Supporting the wider PMO team with Assurance reviews and other PPM activities, such as Benefits, Risk Management and Lessons Learned. This includes managing risk areas and working with risk managers to monitor and escalate as needed.

Person specification

About you:

We are looking for someone who has exceptional communication skills and can express themselves in a confident and concise manner with colleagues at all levels. You will represent the department both professionally and clearly, ensuring key messages are delivered to both internal and external stakeholders in a timely fashion. You will have good drafting skills with the ability to produce high quality documents.

You will have good attention to detail and take pride in producing work to a high standard.

Excellent organisational skills are required, and you will be able to manage and filter workflow as well as organise and prioritise your work to maximise productivity and achieve all deadlines, adjusting to the requirements of the role.

You will be comfortable working on your own initiative, with the ability to handle ambiguity and changing priorities. You will remain calm under pressure, displaying resilience and recognising key areas of work that will need urgent attention and reprioritising tasks as required.

Knowledge or experience of project delivery is required to be successful in this role. You will be working within a highly supportive team where training and other development opportunities will be available to you. A positive attitude and a willingness to learn is essential.

Additional Information:

For OGD candidates, this role is only available on loan and not on an FTA, therefore candidates must return to their home department at the end of the loan.

A minimum of 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional travel to other DfT offices is encouraged to meet up with team members and to attend team away days, however, this is not a requirement of the role.
