Interim Safeguarding Childrens Partnership Business Manager

Pay Rate: £321.29 per day PAYE
Hours per week: 37.00 Monday – Friday, 8.30am to 5pm
Role Length: This opening assignment is for 3-4 weeks
City: Stoke-On-Trent, Staffordshire

The successful candidate will be responsible for all aspects of management for the councils Safeguarding Children Partnership (SCP) services. They will support the statutory partners in developing and implementing the multi-agency safeguarding arrangements; take the strategic lead in promoting the safeguarding of children in local strategic partnerships, and in co-ordinating the contribution of relevant partners in this.
Key Responsibilities:
Be aware of national and local developments and initiatives in the area of safeguarding children, advise the Chair and statutory partners regarding these, and coordinate response to such initiatives.
Advise the SCP Executive, and the wider SCP.
Be responsible for the development, implementation and monitoring of the SCP Strategy and Business Plan in order that the multi-agency safeguarding arrangements work effectively to bring about the best outcomes for children and young people.
Work with the SCP Executive and Chair/Independent Scrutineer to develop the annual report regarding the local safeguarding arrangements.
Represent the SCP at appropriate meetings locally and regionally.
Actively support the undertaking of child safeguarding arrangements in line with the Stoke on Trent approaches including Restorative Practice, Think Family, Work Family, Child Friendly.
Support local partners in relation to any regulatory inspection regimes with regards to multi-agency safeguarding arrangements.
Support the scrutiny arrangements of the SCP to ensure the effectiveness of the multi-agency arrangements.
Develop a multi-agency performance framework that reflects the safeguarding activity of all partners.

Qualifications:
Degree or equivalent Level 5 qualification in a relevant subject.
Experience
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Significant experience of working at a senior level with a child protection Service.
Experience of leading change programmes, improve service quality and support a culture that drives up standards and performance.
Experience of strategic planning and partnership development.
Experience of budget management and leading teams through change within a complex organisation.
Experience of multi-agency working at a strategic level, including developing relationships, presentation of information and chairing of meetings.
Experience of multi-agency review processes.
Experience of dealing with matters which are highly sensitive and confidential.
Knowledge:
Detailed knowledge and understanding of safeguarding legislation and guidance, and their application both nationally and locally.
Knowledge of systems and frameworks governing inter-agency safeguarding work in Children’s Services including child protection and early help.
Knowledge of legislation and guidance in information sharing, and awareness of its implication for inter-agency safeguarding work.
Commitment to continued professional development and willingness to attend training / development as required.
Skills & Abilities:
Strong partnership working skills and the ability to deal with issues sensitively when needed.
Ability to present and share information in a way that supports the understanding, learning and development across the children and family’s system.
Excellent communication skills including the ability to prepare and present reports and to communicate with staff/service users at all levels.
Ability to analyse information and operational requirements and recommend improvements.
Excellent time management skills, ability to work on own initiative and under pressure, and the flexibility to adapt to changing workload demands and be able to deliver to deadlines in a complex working environment.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
