Overview:
This exciting and rewarding post sits within Scottish Government’s Security and Business Continuity Unit (SBC). SBC is responsible for the protective security and business continuity of the Scottish Government and is currently heavily involved in a range of short- and longer-term projects, alongside business-as-usual workstreams.

SBC is currently leading the transformation of Scottish Government’s security posture, enhancing our ability to be safe, secure and resilient. The Security Transformation and Special Projects Manager will play a critical role, working across boundaries to appraise, review and develop security policies, frameworks, and projects. They will work in close partnership with SBC’s Operations and Security Improvement Programme teams, with the Culture and Engagement lead and with Senior Managers and Ministers. You will also manage security communications and engagement with Senior Managers across the Scottish Government working closely with Internal and external partners including Cabinet Office and the National Protective Security Authority (NPSA) to drive forward Security Transformation projects across the whole of Scottish Government.

For the right candidate, as well as supporting the delivery of physical and personnel security projects across the Scottish Government, including those in relation to Ministerial Security, there may also be an opportunity to take the lead.

Responsibilities:
  • Reviewing and developing security policies and procedures to maintain and enhance Security Transformation across Scottish Government.
  • Providing critical project support over a broad range of security related projects of varying complexity and duration.
  • Supporting the ongoing development and delivery of protective security advice and assistance to Ministers.
  • Leading security communications around the Transformation and Special Projects work stream in close co-operation with the Culture and Engagement Lead. This will include a mix of managing SBC’s existing content, and developing new content for a range of platforms, working with UK Government on security campaigns and supporting other business areas with security messages (e.g. Ministerial Private Office).
  • Supporting security learning and engagement work, including the continued growth and development of the Security Champions Network in close collaboration with Scottish Government’s Cyber Security Team.
  • Working closely with Security Operations and Security Improvement Programme colleagues assisting with ongoing assessments in relation to Security Transformation and Special Projects.
  • Supporting the Head of Security Transformation and Special Projects and the Head of Security Unit in fulfilling all other functions of the Unit.
  • Supporting out of hours security sweeps and assisting with security incident monitoring, investigation and follow up actions.
  • Being available to act as one of a pool of on-call Corporate and Security Incident Duty Officers (optional).

1. Excellent planning and organisational skills with the ability to work flexibly and balance competing priorities to meet tight deadlines, including contribution to the delivery of milestones, embracing and developing new ways of working where appropriate.
2. Excellent interpersonal and communication skills (verbal and written) including the ability to produce high quality written work and present complex and sensitive information under time pressures that meets the needs of the audience.
3. Excellent analytical skills, with the ability to interpret information from a range of sources, extract relevant information to assist decision making, policy formation or the provision of appropriate current, accurate and relevant advice to Ministers and colleagues.
4. Proven project management skills, with the ability to create and use tools to support the management of tasks and information flows in a demanding, complex and fast paced environment.

Location

St Andrews House, Edinburgh. This is a flexible post and the post holder will have a range of working options, however, the current default is hybrid working in line with business area requirements. This post will involve travel and working from other sites and offices across Scotland, including but not limited to the Scottish Government (SG) estate.
