The Opportunity
Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.
Essex Highways Engineers will deliver a safe, sustainable and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.
The Senior Engineer will be responsible for contributing to the implementation of policies, projects and programmes relating to their functional area across Essex. Leading a team and acting as a technical/professional expert to deliver a safe, sustainable and effective highway network for all road users, through sound asset management, scheme/programme identification, scheme delivery, maintenance and management. A proven ability to understand, research and interpret technical information is crucial, together with the ability to communicate clearly and persuasively with a wide range of audiences.
Accountabilities
- Contributes to the development of policies, plans, procedures and practices to deliver economic and wider community goals, identifying and introducing new practices and procedures to deliver efficiencies and respond to technological advances.
- Responsible for managing the identification, preparation, design, planning, programming, monitoring and delivery of works and services.
- Manage and provide technical direction for staff dealing with all aspects of the highway service. Support the functional manager in relation to all areas within the team, deputising at and leading meetings as required.
- Promoting and assisting in the development of policies, plans, procedures and practices to deliver economic and wide community goals, achieving corporate objectives for service delivery.
- Responsible for delivery of the programme of works within the team ensuring that it is delivered to budget, to programme and to the right quality. Ensuring that tasks/services are delivered in the most efficient manner whilst constantly striving to provide the best quality of life to Essex residents.
- Contributes to the delivery of the programme of works ensuring it is within budget, programme and specified quality. Ensuring strong financial management and budgetary control.
- Support Health and Safety Environment and Quality Management System and Construction Design Management in a positive and constructive manner, to meet the appropriate legislative requirements.
- Responsible for providing timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all highway-related matters.
- Preparation of reports for projects, Local Highway Panels, County and District Council committees, attending the meeting to provide support as appropriate.
- Appear as expert witness at Crown Court, Public Inquiries and Hearings, prepare detailed evidence as specialist on practice issues and liaise with Counsel and solicitors in case preparation.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
- Educated to RQF Level 6 (Bachelor's degree) in related subject or equivalent proven experience in the field of highways and/or transportation.
- Evidence of continuing professional development, and expert knowledge in relevant professional area with Membership of the Institute of Civil Engineers, Institute of Highways & Transportation, Institute of Highway Incorporated Engineers, or other appropriate professional body.
- Evidence of post qualification experience in the field of highways and transportation and project management and implementation.
- Detailed and extensive knowledge of Highway Legislation, relevant design procedures, standards and good practice and a wide range of relevant engineering or service techniques and procedures.
- Detailed knowledge and experience in the application of Health and Safety legislation including Construction (Design & Management) Regulations.
- Expertise in managing the development and implementation of the highway aspects of highways schemes including statutory processes.
- Excellent communication skills with the ability to deliver high levels of customer service and build strong networks and partnerships, which are collaborative and influential in their nature and engender joint delivery.
- Experience of management of staff as a team leader, with the ability to prioritise workload to support business priorities.
