We are looking to recruit a number of enthusiastic, experienced and solution focused Senior HR Officers to help deliver a council-wide 'Organisational Resourcing’ change programme.
The focus of the roles will be to link with stakeholders to implement the redesigned operating model, required to ensure HCC are a financially viable organisation, able to continue to deliver excellent council services for our residents, both now and in the future.
The programme will enable us to make significant savings and transform the way we work with four key objectives:
- Deliver £8m savings in 2024/25 rising to annual savings of £16m on current headcount costs from 2025/26
- Improve residents' experience
- Improve colleagues' experience
- Embrace new technologies and innovation
The roles will sit within Directorate based HR Business Partner Teams and work closely with the Organisational Design team to ensure that the people aspect of change is carried out in line with employment law requirements and organisational change principles
The main responsibilities of the roles will be:
- Engage, influence, challenge and provide outcome-focussed solutions to senior managers.
- Provide expertise on employment law, change processes, and organisational development aspects of change management.
- Proactively review data, identifying appropriate interventions, coaching senior managers on practical solutions, and focusing on areas of key concern
- Drive workforce engagement
Requirements
You will need to have or be actively working towards a CIPD qualification or possess relevant work-based experience.
Demonstrable expertise in Organisational Change/Business Partnering, with substantial experience and detailed knowledge.
Understanding of employment law and equalities legislation
Ability to build relationships with, and influence, key stakeholders
Knowledge of local authority practice and the challenges facing public sector
