We are looking for a Service Manager to provide decisive and effective leadership within the Adult Social Care and Commissioning division. The successful candidate will be responsible for leading a team dedicated to the delivery of procurement projects for Adult Social Care and Public Health, supporting the department’s commissioning strategy and programme of transformational change.
Day to Day of the Role:- Lead and manage a team, setting clear objectives and monitoring performance to ensure high levels of organisational performance.
- Provide technical advice, leadership, and supervision in procurement programme management development and compliance.
- Manage complex, high-value/risk procurement projects, ensuring compliance with the Public Contracts Regulations 2015 and the Provider Selection Regime.
- Develop and maintain Procurement Plans for Adult Social Care and Public Health.
- Engage with stakeholders, including the local provider market, statutory and voluntary agencies, to develop and implement innovative strategies for services.
- Oversee the governance and management of procurement projects to drive service improvement and deliver against departmental and council savings plans.
- Senior-level experience in procurement for Adult Social Care, Public Health, or a related discipline.
- Proven experience in managing staff and implementing effective outcomes.
- Significant knowledge of UK public procurement law and regulations.
- Strong analytical skills with the ability to compile, produce, and present detailed reports.
- Excellent communication and negotiation skills, with a high level of political awareness.
- Good knowledge of contract law and experience in managing risks and taking appropriate mitigating actions.
