Your new role

In this exciting role you will be responsible for the proactive management of all TMC infrastructure ensuring it is maintained to the highest standard and meets legal compliance. You will also have financial control of the facilities budget for your TMC and line management of the local facilities team.

To include but not limited to the following areas;-

Civils and Buildings – all external and internal building/site fabric/site cleanliness. Out Buildings (Substations) Up Keep and Maintenance, Roller Shutter Door Systems, Fire Door Systems, Building Roofing and Cladding, Roof/Guttering Systems, Metal Work/Gantry Systems, Security Fencing/Gates.

Fixed Plant – all plant equipment permanently linked into the depot, L8 water management and legionella control, infrastructure (Pump Stations) CWM train wash and CET.

CT + S (Information, Communication Technology and Security Systems) – Phone/Comms Systems, Over Head Projector and Video Conference Equipment, CCTV Image Systems and Intruder Detection systems, Personal Address Systems, Building Management System, Access Control, Excluding Radio Base Station/Communication/Hand Set Equipment.

M+E (Mechanical + Electrical Systems) – Site Heating, Venting and Cooling Systems, Low Voltage/High Voltage supply and distribution Systems, Internal/External/Emergency Lighting Systems, Fire Detection Systems, Plant Room Services/Systems, Water supply and Distribution, Compressed air supply/distribution, Waste/Foul water pump stations/pipework, Site Wide Earthing and Bonding System incorporating Lightning Protection System.

Specialist Equipment – Wheel Lathes, Fuel Farms, Servicing spines, Train washers, Depot Protection Systems, Bogie Drop Equipment, Bio Hazard Pit Equipment, Train Carriage Lifting Jacks, Lifting Equipment (including Loose Lifting Equipment, Crane Systems and Mobile Hydraulic Lifting Equipment), Depot Maintenance Shed 750dc Overhead Traction Supply, Train Windscreen Lifting Machine, Auto Drain (Train Oil/Screen Wash) Supply/Drainage System, Mobile Lifting/Scaffolding Platforms, Fork Lift Trucks, Electric Mobile Truck and Sander. MRX auto inspection facility, SAFT battery filling equipment and battery chargers, KARDEX auto storage unit, train maintenance department small tools plant and equipment.

Permanent Way Systems – All Track, points and cross overs, 25,000 v overhead line equipment, Buffer Zone Switch Gear Equipment, Main Shed Conductor Panels, Individual Isolating and Bonding Devices, Track Greaser Units, Friction and Hydraulic Buffer Systems, Plain Line Track, Switches and Crossings (S+C), Platforms/Driver Access, Road/Rail Crossings, Over Head Line/Test Track, Bio Pit Track, Internal Shed Maintenance Roads, rail head greasers/lubricators.

Permanent Way Signalling/Cross over Equipment – Locally Operated Points System (LOPS) and Depot Yard Train Signalling/Control Systems.

Soft Services – Internal/external cleaning, pest control, landscaping/track side vegetation control. Vending/Coffee Machines. Responsible for operational waste management on site, any non-conforming items are to be reported to Business Assurance Team and Production Managers for the correct departments to action.

Compliance of Asset/Systems and Services Law – PUWER – Provision and use of Work Equipment Regulations, LOLER – Lifting Operations and Equipment Regulations, L8 Water Management Regulations, Electricity at Work/Fixed Wire Testing, PAT – Portable Appliance Testing, WAH – Working at Height Regulations, LEV – Local Equipment Ventilation, GAS – Fluorinated Green House Gas regulations, Fire Safety – Fire Door Checks, Fire risk assessments carried out etc, NWR – Network Rail Standards – Track Inspection and asset standards, PSSR - Pressure Systems Safety Regulations 2000 &Trade Effluent – Conform to license with water board/provider.

  • Responsible for the effective leadership and management of the local Facilities Team, Lead and direct the local Facilities team by example by taking a direct hands on approach.
  • Responsible for updating and management of the contractual “Major Maintenance and Overhaul” plan and delivery of the contractual DACs and annex`s pertaining to Facilities and Asset Management.
  • Management duties will include daily communication with the following; Facility Planner, local TMC management with regards to daily operational issues and requirements, contractors, spare parts & materials teams, Facilities Teams, and when required customers and stakeholders.
  • Management of SAP data input to ensure all facilities maintenance and repair work is recorded and maintained for auditable purposes with in the Hitachi SAP system.
  • Responsible for the financial control of the Facility Budget for their TMC, with support from the finance team produce monthly finance reports.
  • Working closely with the local materials and stores teams to control and manage all Facilities spare parts and tooling.
  • Responsible for producing the weekly, monthly and periodic reports as required in line with KPI’s, contractual requirements and legal compliance.
  • Lead and support any facilities audits from internal Business Assurance and external customers and bodies including the ORR and BSI.
  • Assist the Regional Facilities Manager and Procurement/Contracts team to formulate specifications/tender documentation for set up of contract/provision of service/goods with local/national specialist providers this also applies to procuring quotations for goods/services.
  • Management and control of contractors undertaking facilities maintenance repair or call out. Review contractor “work package plans” (WPP) and task briefing sheets alongside RAMS under duel review/sign off with Business Assurance, and carry out internal risk assessments as required for the FM department.
  • Management of all Train Maintenance Centre Winterisation and Summarisation tasks to ensure a safe working environment is maintained at all times.
  • Responsible for departmental compliance with IMS, 9001 Quality, 14001 Environmental, 18001 Health and Safety accreditation.
  • Assist and undertaken other duties as instructed by Line Management.

About you

Qualifications

Desirable not essential

  • NVQ3 /C&G electrical or mechanical craft apprenticeship (Or relevant experience/qualification)
  • BIFM Facilities Management (Or relevant experience/qualification)
  • Chartered Institute of Environmental Health (CIEH) Certificate in Environmental Work Place Safety and Standards. (Or relevant experience/qualification)
  • Institution of Occupational Safety and Health (IOSH) certification in Managing Safely. (Or relevant experience/qualification)
  • Experience of managing small teams of staff and contractors.

Desirable

  • Full Member of (BIFM) British Institute of Facilities Management
  • Member CIOB Chartered Institute of Building/ Member BICS British Institute of Cleaning Science L8 Legionella & the Role of the Responsible Person.
  • Experience of Permanent Way Asset Management and Network Rail Standards.
  • Previous experience of general routine building maintenance in an industrial environment is essential M+E, HVAC and Civil Engineering. IEE 18th Edition wiring regulations.
  • Powered Plant – Fork Lift Truck, MEWP and Maintenance of safety critical machinery.
  • Intermediate IT skills – typically Word, Excel, PowerPoint, Microsoft Project.
  • Schematics reading, Electronic Circuit Diagrams.
  • Contractor Management and work force resource implementation.
  • Management skills E.G Personal/Team Leadership, Contract/Negotiation Skills
  • Project Management skills

  • Must lead from the front and by example with hands on experience in an existing role
  • Sound knowledge and implementation/compliance of rules, regulations and policies.
  • Good written and verbal communication skills.
