About Us and The Role
We have an exciting opportunity for an experienced finance professional to step into this management role within Warwickshire County Council’s Strategic Finance team. This is a critical role, working with senior leaders at the heart of strategic decision-making, to deliver a complex portfolio of work.
The ideal candidate will be professional and enthusiastic, and ready for a new challenge to help us take our team and processes to the next level. You will be a qualified accountant with at least 3 years’ post qualification experience in a similar role.
The role will provide outstanding technical and specialist financial advice and support to the Head of Strategic Finance, the Director of Finance and Corporate Board, working with the wider finance service and directorate leadership teams on all aspects of financial planning and management.
Managing a team of five direct reports, we are looking for someone who can build motivated, high performing and matrix-managed teams with a commitment to excellence and continuous professional development.
With an ability to influence thinking, build strong relationships and work collaboratively, you should be comfortable explaining complex information in an easy-to-understand manner to non-financial managers as well as working closely with a wide range of stakeholders and external partners.
The role will develop, monitor, and evaluate the Council’s capital strategy and capital programme. You will be responsible for the accounting and financing arrangements of all capital expenditure; ensuring that Capital and balance sheet resources are used optimally. In addition, you will act as the lead finance expert on several strategic initiatives, such as the Warwickshire Property Development Group and the Warwickshire Investment Fund.
Keeping up to date with changes in legislation relating to local government finance will be critical. You should be familiar with the CIPFA Code of Practice on Local Authority Accounting, and the capital financing and prudential borrowing frameworks for local authorities.
You will also support the strategic vision and implementation of the Council’s Delivery Plan, through reviewing new proposals and undertaking formal investment appraisals to assess the viability and financial benefits of future capital projects.
