Be at the heart of future public service digital product development by joining our Digital Services team as a Product Manager.

Main duties of the job

Reporting to the Lead Delivery Manager – Digital Products you are responsible for overseeing the development and management of digital products throughout their lifecycle. The role combines elements of project management, product development, and marketing to ensure the successful delivery and ongoing improvement of digital products.  

Working as part of a multidisciplinary team the role is responsible for the quality and effectiveness of products developed and iterated upon within your teams. In this role, you will be expected to use your knowledge of user needs and understanding of goals to frame problems, set priorities to build great products and services, and influence others to do the same. 

You will work closely with user researchers, designers, and developers to create and update products and services across Islington. You will have a focus on how well-informed user needs inform great products and meaningful outcomes and will inspire others across Islington to see the value in putting the needs of our users first.

Detailed job description and main responsibilities

To collaborate with stakeholders to define the product vision, goals, and roadmap. Conduct market research and competitor analysis to identify user needs, market trends, and opportunities.  

To develop a product strategy aligned with business objectives and customer requirements. 

To manage business as usual processes and procedures related to product issues and incidents 

To manage contracts and relationships with suppliers 

To create and maintain a product backlog, outlining the features, enhancements, and fixes to be prioritized and implemented. Collaborate with cross-functional teams, including designers, developers to translate product requirements into actionable plans. 

Coordinate and manage the end-to-end product development process, including planning, execution, and delivery. Define project timelines, allocate resources, and monitor progress to ensure timely and successful product launches. Use project management tools to track tasks, dependencies, and milestones. 

Work closely with UX/UI designers to create intuitive and engaging user experiences. 

To provide input and feedback on wireframes, prototypes, and designs to align with user needs and product goals.  

To conduct user testing and gather feedback to iterate and improve the product’s usability and user satisfaction. 

Embrace agile principles and methodologies, such as Scrum or Kanban, to facilitate iterative and incremental product development. Conduct regular stand-up meetings, sprint planning sessions, and retrospectives to ensure effective collaboration, communication, and continuous improvement within the development team. 

Plan and execute product launches, including developing go-live strategies, positioning, and messaging. Collaborate with comms/marketing teams to create product-related content, such as landing pages, demos, and user guides. Analyse user feedback to refine marketing strategies and drive product adoption. 

To define and track key performance indicators (KPIs) to evaluate product performance, user engagement, and business impact. Use analytics tools to gather data and generate insights to guide decision-making and prioritize product improvements.  

To engage and communicate effectively with various stakeholders, including service stakeholders, development teams, and users. Present product updates, roadmaps, and business cases to gain buy-in and alignment. Manage expectations, address concerns, and seek feedback to ensure stakeholder satisfaction and support. 

To stay informed about industry trends, emerging technologies, and best practices in digital product management. Seek opportunities to enhance product processes, tools, and methodologies.  

To foster a culture of continuous learning and improvement within the product team. 

Collaborate with other teams across the council to gather insights, address issues, and ensure smooth cross-functional collaboration. Foster a collaborative and inclusive environment to promote effective teamwork and shared goals. 

Design and implement products and services, whilst making decisions to meet the needs of our users  

Demonstrate a working understanding of design, technology, and data principles 

Know how to apply tools, terms, and concepts in a variety of ways 

Understand the variety and complexity of users’ digital needs and how the product or service will meet those needs. 

To have knowledge about assisted digital support and can explain why it’s important. 

To know how to design operational processes for the running and maintenance of products or services throughout their product life cycle and the creation of new products and services. Recognise when to move from one stage of a product life cycle to another 

Understand the use of elements and service patterns from the Design System to deliver consistent products and services for users 

Ensure the team is working towards the appropriate standards for the relevant phase 

Champion user research to focus on all users. Know how to collaborate with user researchers and can represent users internally. Understand the difference between user needs and the desires of the user. Offer recommendations on the best tools and methods to be used. Prioritise and define approaches to understand the user story and offer guidance to others in doing so. 

Help teams to manage and visualise outcomes, prioritise work and work to agreed minimum viable product (MVP) and scope. 

Identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes.

Qualifications

Essential criteria
  • Bachelor’s degree in a relevant field such as business, computer science, or a related discipline
  • Previous experience in product management or related roles, preferably in the digital or technology industry. Demonstrated success in delivering digital products from concept to launch, and managing their ongoing improvement.

Experience

Essential criteria
  • A strong understanding of the product development lifecycle and experience in managing products is essential. This includes experience in product planning, strategy, design, development, documentation and launch
  • Experience in conducting user research, gathering feedback, and iterating on products based on customer insights.
  • Experience in project management methodologies and tools in order for setting of timelines, prioritizing tasks, and ensuring timely delivery of products.
  • Experience in handling unexpected challenges and finding creative solutions, navigating through ambiguity, adapting to changing circumstances, and solving complex problems.
  • Experience of managing business as usual processes and procedures related to product issues, incidents and outages
  • Experience in supplier and contract management using G cloud and other frameworks

  • Proficiency in Agile methodologies, such as Scrum or Kanban to manage product backlogs, prioritize user stories, and work collaboratively with cross-functional teams to deliver iterative and incremental product releases.
  • Strong analytical skills to gather and analyse data related to user behaviour, product performance, and market trends. Able to use data-driven insights to make informed decisions, identify areas for improvement, and optimize the product’s features and performance.
  • Has a solid understanding of digital technologies, platforms, and development processes to helps effectively collaborate with technical teams, make informed decisions about technical trade-offs, and understand the product’s technical feasibility.
  • Strong project management skills to effectively plan, coordinate, and execute product development projects. Should be able to set and manage priorities, allocate resources, and ensure that projects are delivered on time and within budget.
  • Strong communication skills to collaborate with cross-functional teams, stakeholders, and executives. Able to clearly articulate the product vision, gather requirements, provide updates, and manage expectations throughout the product lifecycle.
  • A good understanding of the competitive landscape, customer needs, and industry regulations to make informed decisions and drive product innovation.
  • Strong problem-solving skills and the ability to adapt to changing circumstances and to address challenges, find creative solutions, and quickly adapt strategies based on user feedback and evolving customer needs.
  • Strong leadership skills to motivate and inspire team members, resolve conflicts, and influence decision-making processes.
