Project and Programme Manager

Programme and Project Manager Family Hubs
Location: Various London borough's
Responsible for: A small team of staff working on programme delivery and project support for the Family Hub agenda, including early help strategy and coordination services.
Project Assistants up to 5 at ME8/9
MAIN PURPOSE
To manage key strands of the transformation programme and projects across the Family Hub model in accordance with National Framework and Transformation Fund 1 programme and project plans
To provide full programme support to the Strategic Lead, ensuring pace, accuracy and deliverables in accordance with agreed plans and terms and conditions of grant funding
To be accountable and provide effective and high-level coordination, development and management of the Council's Family Hub transformation programme, working across a complex landscape of stakeholders, including families
Main Duties and Responsibilities
The post holder has Project and Programme responsibility for delivering the undertakings set down with the Delivery Plan monitored through grant funded arrangements set down by the Department for Education to achieve cost effective, impactful universal and early help services.
This will be achieved in accordance with the priorities and objectives and outlined within the Family Hub model framework.
To manage and coordinate a range of meetings and partnerships, to meet the Family Hub priorities, providing specialist and high-level expertise in these areas.
As directed, to work with a range of council services, commissioned services and partner agencies to develop joint and new approaches that achieve the identified priorities and objectives whilst reducing duplication and cost and delivering coordinated, evidence-based children and family centred services and interventions.
To take responsibility for promoting and safeguarding the welfare of children and young people.
Ensure that all staff are familiar with the work of SCP Safeguarding Children's Partnership procedures.
To provide programme and project management and coordination across all aspects of the work, embedding a performance culture that inspires a sense of purpose and celebrates the strength of the cultural diversity of the councils and of the workforce and challenges discriminatory behaviors
Qualifications / Skills / Knowledge/experience:
Excellent people management skills and track record of effective people management including performance management
Ability to uphold and promote the Council's Equality, Diversity and Inclusion policies to ensure non-discriminatory practice in all aspects of the work, ensuring that equality and diversity are embedded in the way the team is led, managed and services are embedded
Knowledge of current legislation and policy and awareness of imminent policy change in relation to early years, family support/help and systems wide early help transformation and best practice expectations
Experience and proven track record of successfully delivering projects and Programmes including collaboration with partners, in a complex stakeholder environment
Ability to provide project management and Programme delivery, influence and promote a high-profile transformation programme.
Able to evidence successful partnership development or delivery through partnerships including an ability to work with local partners, including service users, to develop joint plans for implementing local services through a range of forums, chairing and leading a range of events, activities, meetings and networks, for example
Ability to plan, manage and monitor the use of available financial, physical, and human resources, aligning with strategic priorities and maximising opportunities for income and grant funding
Excellent communication and interpersonal skills, good negotiation, persuasion and organisational skills.
Ability to demonstrate resilience and drive to meet the demands and pressures of the post including the ability to cope effectively at times of crisis
