Job description

We are looking for a Senior Commercial Manager - Policy and Capability to join the Parliamentary Commercial Directorate at the House of Lords. This is a unique position where you will be responsible for leading on the development of commercial policy, templates, processes and training for UK Parliament. This is a great opportunity for someone from a strong procurement and commercial background, who wants to apply their experience within a policy remit and develop the skills and knowledge of others.
This is an opportunity to work on a hybrid basis where you will be able to work 3 days from home and 2 days onsite at Parliament! This is an exciting role for someone who enjoys working with diverse groups of stakeholders to share best practice and is able to produce clear, effective policy documentation to ensure compliance and engagement.
You'll be accountable for -
Supporting in delivering the programme of work to transform PCD's policy landscape including policy statements, tools, guidance and best practice. Identifying, developing and implementing policy improvements. Ensuring all Policy and accompanying documentation reflects commercial and legal best practice, as well as responding to organisational priorities. Developing and delivering commercial awareness presentations and training. Acting as the commercial point of contact in dealings with the Cabinet Office, and with other policy units in Parliament responsible for Social Value, Modern Slavery, Supply Chain and Supplier Management as required. What we're looking for -
Experience of running multiple procurement projects in the public sector and advising on best practice. Good understanding of procurement processes and the relevant process, tools and training required to deliver them effectively. Technical knowledge including knowledge of the Public Contracts Regulations 2015, understanding of the upcoming procurement reform and understanding of Procurement Policy Notices operated by the Cabinet Office. Experience of driving improvements and/or outcomes, ideally in a policy, procedural or governance context. It would be even better if you had or if you're willing to learn -
Experience of translating practical procurement knowledge into well-defined policy, processes, training and advice for use by others.
