Job description

The post holder will play an instrumental role in supporting the head of department to deliver a range of large complex enterprise programmes and in supporting the projects that form the overall work programme for the Consortium.
You will deputise for the head of department in managing the Central Team and in attending key forums and events, including chairing meetings. This includes managing department staff, managing budgets, managing licences, monitoring the managed service provider contract and third party contracts, the complex information and service performance regime and service milestone points.
The post requires good communication skills and requires you to work with stakeholders at all levels to deliver the work programme, this often requires taking complex information and presenting in a format the is easily understood with options and risks clearly displayed.
You will need to develop close working relationships with stakeholders and Health Organisations and work with them an open and professional way, while acknowledging their local requirements but encouraging and promoting Once for Wales principals.
A key aspect of the role will be to help formulated strategy, maximise the use of the Consortium ERP system and develop the BI tool across the consortium. This will involve dealing with our supplier partners on a regular basis, therefore you will have experience of supplier management
1. Provide effective leadership and management of programme and project teams ensuring that teams are aware of strategic objectives of the Programme. This includes providing effective leadership of departmental staff to ensure the portfolio of programmes are successfully delivered.
2. Monitor the complex FMS contracts, licences and lead the monthly supplier service review meetings. Including enforcing service level agreements and seeking recompense for failure, recognising that this can be highly contentious.
3. Play an active role in the FMS Services governance, taking the lead for Chairing national groups and ensuring the FMS Systems develops in line with organisational requirements
4. Using highly developed and specialist knowledge of Financials, Procurement\supply chain and business intelligence\reporting, provide specialise advice, guidance, support, training and expertise to enable NHS Wales organisations to maximize the use of FMS Enterprise Systems.
5. Offer functional/implementation support and guidance to organisations and regional user forums as required.
6. Use exceptionally well developed communication, negotiation and influencing skills to engage a range of staff and stakeholders to enable the delivery of the Programme and projects against a range of limiting resource constraints
7. Line manage and operational manager for the Programme Management function of the department: Programmer Manager, Project Managers and all associated departmental staff.
