Assistant Manager (Mechanical Building ServicesEngineer)
Main purpose of job
To be responsibleto the M&E Projects Manager for:
-the efficient and effective deployment of allassigned in-house staff and resources;
-the management and administration of mechanicalsub-contracted work; and
-the motivation, management and performancereview of all assigned staff.

-Summary ofresponsibilities and personal duties
1.To plan, deploy and manage all allocatedresources in such a way as to secure optimal performance and the achievement ofthe unit's financial and operational targets.
2.To manage and motivate all assigned staff, andto be responsible for ensuring that training and personal development are giventhe appropriate priority and resources.
3.To represent the M&E Projects Manager asrequired within the post-holder's sphere of responsibility.
4.To assist in the development of plannedmaintenance processes and programmes at all assigned locations.
5.To assist in the development and implementationof best practice energy-efficient mechanical solutions and associatedmaintenance procedures at all council properties.
6.To coordinate and implement mechanical plannedmaintenance programmes in line with unit priorities and plans.
7.To coordinate a comprehensive programme ofcyclical inspections of mechanical systems and services at all councillocations as required.
8.To manage, coordinate, plan and supervise thework of the relevant direct labour force as required.
9.To ensure a prompt and effective response toall compliance-related mechanical defects and issues, (notably in relation tolegionnella remedial works, public entertainments licensing, or similar issues)in line with all relevant building and health and safety legislation.
10.To assist in the implementation of effectiveindividual performance management processes in respect of all assigned staff.
11.To apply the unit's procedures in the selectionand utilisation of sub-contractors, and to raise requisitions for goods andservices as required.
12.To assist in carrying out condition and energysurveys at all council properties as directed.
13.To carry out pre- and post-inspection sitevisits at all council locations as required.
14.To issue appropriate instructions to and overseethe work of external sub-contractors, in order to ensure that cost and timetargets are met and that value for money is being achieved.
15.To carry out quality checks on the work ofexternal sub-contractors as appropriate and to ensure that remedial action istaken where appropriate.

Qualifications andexperience
Applicantsmust, as at the closing date for receipt of application forms:
·havea third level qualification in a Mechanical Building Servicesdiscipline, for example, BTEC Higher National Certificate in BuildingServices Engineering (Mechanical) or an equivalent qualification and beable to demonstrate on the application form, by providing personal and specificexamples, at least one year’s relevant supervisoryexperience within a Building Services mechanical engineering environment.
Thisexperience must include at least one year’s relevant experience in each of the followingareas:

·havean NVQ Level 3 qualification in a Mechanical Building Services discipline,for example BTEC National Certificate in Building Services Engineering(Mechanical) or an equivalent qualification and be able to demonstrateon the application form, by providing personal and specific examples, at leasttwo years’ relevant supervisory experience within a Building Servicesmechanical engineering environment.
Thisexperience must include at least one year’s relevant experience in each of the followingareas:
(a)mechanicalBuilding Services maintenance and repair of mechanical installations.
(b)contractmanagement including the management and administration of mechanicalsub-contracted work; and
(c)managingstaff, both direct reports and subcontractors.
