Overview of project/role
This advertisement is for a Commercial Manager role in the Capital Procurement team. TfL reserves the right to appoint multiple candidates as part of this campaign.
Job Purpose
The Capital Procurement team sets the strategic direction with regards to contract and commercial delivery. The team leads the procurement of design, construction and other associated services related to capital projects across TfL, generally ranging from £500k to £2bn+. This includes:
- major highways and structures projects, such as the Major Assets Renewal Programme (MARP);
- system requirements, such as the Road User Charging Relet;
- rolling stock requirements;
- station refurbishments; and
- depot & line upgrades.
The team is also focussed on the next generation of framework contracts to deliver our extensive capital pipeline, maximising leverage and engaging the supply chain with intelligence and consistency to drive collaboration and innovation.
The Commercial Manager will support the Senior Sourcing Manager(s) within the team, driving the strategic commercial direction for projects and programmes, from concept through specification, strategy and contract development, procurement and operational support.
Key Accountabilities
The individual(s) will support the Senior Sourcing Manager(s) in the following areas:
- Plan, deliver and manage procurement activities to deliver contracts and frameworks. This will include supporting specification(s) development, leading all procurement activities (including any negotiation required, tender qualifications, financial evaluation etc.), and continuous and effective engagement with wider project teams in order to award value for money contracts.
- Support enhancement activity and deliver value through early market engagement and deliver commercial best practice, process, governance, guidance and tools.
- Manage the provision of a professional, compliant procurement service to achieve value for money and high stakeholder satisfaction.
- Provide effective support and assistance to other team members and deputise for the Senior Sourcing Manager where required. You will need to demonstrate that you can multitask in a fast-paced environment and show strong commitment towards ongoing learning and development.
Skills, Knowledge & Experience
Skills
- Computer literate and experienced in use of standard spreadsheet and Word Processing software packages. (Essential)
- Ability to quickly assimilate new business systems such as SAP or other e-procurement and commercial systems. (Essential)
- Ability to communicate effectively and to influence others both internally and externally up to Chief Officer level through presentations, negotiation and written reports. (Essential)
- Proven resource management and prioritisation skills in a highly pressurised environment. (Essential)
- Excellent stakeholder management skills. (Essential)
Knowledge
- Qualified or working towards CIPS professional standard or equivalent. (Desirable)
- Detailed knowledge and understanding of current domestic and EU legislative requirements and proven experience in applying these to day-to-day procurement activities and documentation. (Essential)
- Practical understanding and experience using the NEC3 suite of contracts, in particular the Professional Services Contract and Engineering & Construction Contract. (Essential)
Experience
- Experience managing end to end procurements, particularly in relation to construction or systems. (Essential)
- Experience in preparing, reviewing and agreeing contract terms and conditions and commercial schedules. (Essential)
- Substantial proven experience in a procurement function involved in high risk, high value, complex works, services and supplies covering a range of commodities and stakeholders. (Essential)
- Experience using the New Engineering Contract (NEC) suite. (Essential)
- Experience in commercial negotiations. (Desirable)
- Experience in managing staff. (Desirable)
