This is a relatively new multi-disciplinary team of 17 analysts (Statisticians, Social Researchers, Performance Analysts and Economists) sitting at the heart of all that we do in DDaT to secure accountability and learning. Digital is a large area of spend for DBT year on year. Developing a comprehensive Monitor and Evaluation (M&E) programme to understand what works, what does not work and why, is paramount.
The team is the first step to create and deliver an M&E Strategy for all DDaT products and services. The team is setting up the framework for key performance indicators, undertaking bespoke holistic evaluations and the measurement of HMT compliant VfM to support fiscal events. This is vital to understanding how the resources are being used, support the continuous learning and understand the economic impact.
The team’s aim is to fulfil the ambition reflected in the NAO review of Exports which highlighted DBT’s Digital Services do not yet provide the export support that some businesses need. Through embedding comprehensive M&E the team will support the continuous improvement of Digital products and services.
The Role
The post holder will support the Head of M&E in Export and Investment team in devising the programme of work to ensure robust Monitoring and Evaluation. The team covers all aspects of evaluation including the rationale for designing exports support services delivered digitally, ensuring these services collect the right information for monitoring, and building an understanding of "what works" and what doesn't for the DDaT services. We also do bespoke evaluations in alignment with existing approaches in the Department for the area of interest. The postholder will work closely with analysts across the Department to ensure consistency on methodology and data quality.

In this role you will be responsible for:
- Devising M&E plans, securing agreement, undertaking research, analysis and reporting
- Developing and running in-house digital surveys – inception, questionnaire development, cognitive testing, fieldwork, analysis and reporting
- Analysis of existing data on performance (satisfaction and reported impact)
- Designing how data is collected on export support services, including directly through the Digital Services, survey questions in existing DBT surveys and by embedding customer satisfaction measures in the products
- Leading on rapid evidence assessments and synthesising existing evidence on exporter issues and perceptions and on "what works" for business support
- Contributing to the work by economists on measuring Green Book compliant value for money
- Working closely with the Export Client Survey team to ensure the sampling and questionnaire of the DBT satisfaction and reported impact surveys work well for export support services and report on the findings
This role will work closely with the Export Support M&E team in Export Promotion analysis, which also includes a DGET funded role for M&E on export support services.
