The global mission of Surveillance is to safeguard customers and the integrity of financial markets by detecting and deterring market abuse, inappropriate trading and other market conduct risks. In doing so, Surveillance serves to meet HSBC’s regulatory obligations, wider stakeholder expectations, risk appetite and policy requirements.
We are currently seeking an experienced individual to lead the Surveillance Strategy and Optimisation team, in the role of Global Headof Surveillance Strategy and Optimisation.
The Global Head of Surveillance Strategy & Optimisation reports to the Global Head of Surveillance (GHOS). The role is responsible for supporting the GHOS in delivering an effective, efficient and sustainable Surveillance capability in line with the overall Surveillance, Regulatory Compliance and HSBC strategic objectives. The role will lead and manage two broad portfolios or work: executing on the Surveillance Strategic Objectives; and leading and coordinating multiple optimisation initiatives across the function. It will also act, on behalf of the GHOS, as a central coordination point for issues and initiatives impacting the department on a day-to-day basis.
The main responsibilities in this role are:
• Provide leadership, oversight, direction and governance across all elements of the Surveillance Programme, in line with the GHOS’ strategy. Provide credible thought-leadership to the Surveillance function and demonstrate an ability to shape this into tangible, impactful departmental actions.
• In doing so, work closely with the Regional & Country Heads of Surveillance, and Regulatory Compliance and lines of business, who are responsible and accountable for the effective operation of Surveillance controls and processes within their entity.
• Develop strong stakeholder relationships across Regulatory Compliance and lines of business in order to shape the Surveillance strategy according to line of business priorities and respond to ad hoc or emergent global issues.
• Act as a central coordination point across regional, functional and line of business Surveillance sub-teams to drive global consistency (where appropriate) and coordinate departmental responses to global or thematic issues and initiatives.
• Lead a programme of operational initiatives to improve the efficiency, effectiveness and operating model of the Surveillance function – at scale - with due regard to regulatory expectation, industry best practice and functional strategic objectives.
• Be accountable globally for the effective maintenance, execution, enhancement and, where required, expansion of critical Surveillance frameworks processes, including the Surveillance Risk Assessment, Surveillance Risk Taxonomy & Scope, prioritisation methodologies, Top & Emerging Risks process, Surveillance Risk & Control Library (RCL), and control effectiveness reviews.
• Coordinate the definition & delivery of the annual operating plan, strategic objectives and key priorities, both functional and technical, in line with the GHOS’ and wider RC strategy, translating these into tangible deliverables and outcomes. Work closely with the Global Head of RC Change & Digital Enablement to ensure that Surveillance Product management priorities and deliveries are aligned to Surveillance Strategic Objectives.
• Provide leadership and support in engagements with regulators, Internal Audit, external auditors and consultants, Compliance Assurance and Independent Model Review (IMR) in order to ensure Surveillance’s control framework is effectively maintained and continuously enhanced.
• Lead and manage a team of three onshore SME and five offshore SMEs, with a particular focus on supporting team-members professional development.
