Senior Transactional Procurement Officer
Location: Hybrid with office attendance required at least one day a month - Derby
Salary: £28,407.00
We are seeking a highly skilled and motivated Senior Transactional Procurement Officer to join our Public Sector client. In this role, you will play a crucial part in supporting the Senior Transactional Procurement Manager in developing and maintaining a coordinated approach to procurement and contract management. Your focus will be on achieving value for money, effective relationship management with suppliers, and providing expert advice on transactional purchasing and contract activity.
Core Duties and Responsibilities:
- Set up and manage supplier contracts, utilising appropriate terms and conditions, and ensure compliance with schedules.
- Manage supplier relationships, including the establishment and monitoring of Key Performance Indicators (KPIs) for continuous performance improvements.
- Drive customer service by developing effective communication with internal customers, managing spend targets, and overseeing performance improvements.
- Oversee a range of corporate contracts, including IT, Telecoms, Travel, FM, Agency, and Capital.
- Maintain the Contracts Database, documenting all contractual details and linking them to the annual rolling workplan.
- Internally manage the Oracle e-procurement system, including supplier rationalisation and spend categorisation.
- Stay informed about new legislation, government policy, best practices, and external factors relevant to procurement and contracting activity.
- Provide expert procurement advice to internal stakeholders and customers.
Required Experience:
- Degree level education in a relevant subject or equivalent experience.
- Two years of experience in the NHS or wider public sector, with a focus on procurement.
- Autonomy in a busy office environment and experience in line management.
- Proven experience in procurement project delivery.
- Strong interpersonal and relationship-building skills.
- Proficiency in MS Office, Word/Excel.
- Proactive approach, excellent time management, and problem-solving skills.
- Understanding of the National NHS agenda and procurement management.
- Knowledge of admin procedures, project management, and information analysis.
- Exceptional written and verbal communication skills.
Desirable:
- CIPS Diploma in Procurement and Supply or a commitment to work towards it.
- Experience in delivering procurements in Find a Tender.
- Familiarity with Procurement Systems and e-solutions, e.g., EU Supply, Oracle.
- Working understanding of relevant Public Sector Procurement Regulations 2015 and Procurement, Patient Choice, and Competition 2013 Regulations.
- Awareness of Quality and developing diversity principles.
