Job summary

The UKHSA needs to attract, retain and develop the most talented and capable people to properly fulfil its role in ensuring health security for the population it serves. Reporting to the Head of Capability, you will provide subject matter expertise when helping to develop the capability plan which supports the success of the People strategy. You will own a specific portfolio of work within this plan and have accountability for the delivery of key objectives that contribute to the wider People Development work programme.

You will ensure the provision of high-quality learning across the organisation, that is aligned to its strategic needs, and which help to build the capabilities through our Professional standards.

Location:

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs. As a specialist role we also offer Porton Down, Salisbury.

The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy.

Please be aware that this role can only be worked in the UK and not overseas.

Job description

The main responsibilities of this role include:

  • Develop a strategic and evidence-based approach to the provision of high-quality learning that builds the capabilities of employees and professions, maximising their impact on organisational performance.
  • Implement and embed an approach to learning evaluation that ensures organisational return on Investment is maximised.
  • Engage effectively across UKHSA to develop a deep understanding of organisational priorities for Learning and capability development, building strong and enduring collaborations with Groups and Professions within UKHSA
  • Build collaborative relationships within People Group, across UKHSA, the Civil Service, system partners and other sectors to deliver a strategic approach to learning.
  • Own the portfolio of quality learning interventions for the UKHSA that provide accessible development opportunities to all staff, aligned to the 70-20-10 approach of people development and the UKHSA recognised professions.
  • Lead an ongoing and evolving approach to line manager development within UKHSA.
  • Identify and assess technology and data needs for effective Learning and capability development within UKHSA
  • Ensure that Learning and capability development is established as a strategic enabler across UKHSA
  • Ensure a strong focus on delivering a positive user experience, using technology and feedback to drive continuous improvement
  • Responsible for Line Management of team members as required by functional lead

Person specification

It is important through your application and Statement of Suitability of no more than 1,250 words that you give evidence and examples of proven experience of each of the following criteria:

Essential Criteria

  • Experience of leading strategic L&D initiatives, end to end, at scale and pace using a variety of learning models, theories and industry best practice.
  • Excellent communication skills, with ability to deliver complex and technical concepts in an accessible way with customers and stakeholders at all levels.
  • Ability to build professional credibility using an evidence-based and customer-focused approach to people development.
  • Proven ability to build and maintain effective relationships with stakeholders at all levels across the business and within external environment where required.
  • Demonstrable leadership experience within a people development environment.

Desirable Criteria

  • Chartered CIPD or equivalent experience.
  • Experience of project and programme management approaches, techniques and method logy
  • Good knowledge of the Government Professional functions and professions

STAGE 2 – INTERVIEW

This stage will involve an interview via Teams.

This vacancy is being assessed using Success Profiles. During the interview we will assess your behaviours, strengths and ability.

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.
You will be asked to prepare and present a 5–10-minute presentation. The subject of this will be sent to you prior to interview.
