Deputy Finance Manager - Cash Management (permanent)
Location: London, 2 days per week in the office
Salary: £34,980 - £39,396
The Finance, Portfolio and Performance (FPP) team at the House of Commons plays a pivotal role in supporting a thriving Parliamentary democracy. We are dedicated to delivering the House of Commons’ Strategy and corporate priorities through meticulous business and financial planning, performance analysis, and project support across Parliament. Our Financial Services Team is at the heart of this mission, ensuring efficient financial processes, accounting, and reporting, while providing essential services to Members of Parliament and the broader House of Commons Service.
The Cash Management Team ensures that the House has the correct funding to meet its obligations and liaises with HM Treasury to ensure the House is funded. They work with key stakeholders to understand the fiscal needs of the organisation and produce suitable cash flow forecasts. They collect and account for cash collected on the Estate and ensure it is properly recorded and deposited. The Accounts Receivable Team also maintain the Customer Masterfile, ensuring details are appropriately captured, stored and disposed of.
We are looking for a dedicated and motivated Deputy Finance Manager to work in the Cash Management team to deliver the efficient processing of sales invoices, payments collection of money from sales, the appropriate treatment of cash collected on the Estate and ensuring that the organisation is sufficiently financially resourced to meet key obligations.
Key Responsibilities:
- Reconciliation of the Commons’ bank accounts on a monthly basis within set deadlines, liaising with colleagues to ensure anomalies/errors are identified and corrected promptly.
- Lead on the monitoring, preparation, and submission of the monthly cash drawdown processes. Conduct monthly forecasts and lead on the preparation, review, and submission of 'top up’ requests to the Treasury.
- Maintain and manage all mandates to ensure access arrangements to the bank and banking systems are up to date and carry an audit trail. Ensure compliance within the Customer Masterfile and manage our banking mandates.
- Ensure that the cash position on the Estate is sufficiently resourced and supported and ensuring that all cash collected is appropriately accounted for.
- Manage the Government Procurement Card process.
