Deputy Finance Manager - Accounts Payable(18-month FTC)
Location: London, 2 days per week in the office
Salary:£34,980 - £39,396
The Finance, Portfolio and Performance (FPP) team at the House of Commons plays a pivotal role in supporting a thriving Parliamentary democracy. We are dedicated to delivering the House of Commons’ Strategy and corporate priorities through meticulous business and financial planning, performance analysis, and project support across Parliament. Our Financial Services Team is at the heart of this mission, ensuring efficient financial processes, accounting, and reporting, while providing essential services to Members of Parliament and the broader House of Commons Service.
The Accounts Payable Team within Financial Services ensures invoices and requests for payment are appropriately processed, ensuring the House’s obligations are duly met. This team provides key financial services for the House of Commons, including supplier management, payments processing and supporting compliance with IR35 and CIS tax requirements. The Accounts Receivables Team ensures that money owed to the House is appropriately collected, and they create sales orders, capture requests for payments and reconcile received funds, ensuring that they are properly accounted for.
We are looking for a dedicated and motivated Deputy Finance Manager to work in the Accounts Payable team and deliver on maintaining the integrity of the payables ledger which enables the accurate, timely and efficient payment of House of Commons Suppliers and reimbursements.
Key Responsibilities:
- Managing all activity of the Accounts Payable Team, including supplier invoices, statutory compliance, payments and banking.
- Producing KPI reports with key controls and advising on the application of the Construction Industry Scheme.
- Leading on the monitoring, preparation, and submission of the monthly CIS return including the submission to HMRC.
- Maintaining and manage access arrangements for BACS users with the banks, ensuring they are up to date and carry an audit trail.
